Overview
The Emergency Response & Procurement Project Officer supports the management of specific emergency programmes, including the development and rollout of Detailed Implementation Plans and Procurement Plans, ensuring alignment with policies and priorities. The role provides lifesaving and early recovery assistance to crisis-affected people.
Key Responsibilities
- Support the management of specific emergency programmes.
- Develop and rollout Detailed Implementation Plans (DIPs) and Procurement Plans (PPs).
- Ensure response activities are delivered in line with Plan International’s standard policies, systems, and procedures and aligned with the priorities of the relevant authorities.
- Provide lifesaving and early recovery assistance to approximately 7,000 crisis affected people across 18 communities.
- Support the development and updating of humanitarian response strategies, clearly defining priorities, sequencing, and resource requirements.
- Ensure a clear and consistent focus on the specific needs of children, in particular girls, informed by needs assessments and ongoing data collection.
- Provide evidence-based recommendations to the Country Director and senior management on programming options and priorities.
- Engage with the humanitarian coordination system and local, regional and global levels.
- Design and deliver training.
- Manage projects including planning and scheduling, process design, implementation and monitoring and evaluation.
- Undertake advocacy, influencing and negotiating skills, experienced in gaining commitment from a wide range of people, bringing about change and providing support from a distance.
- Undertake networking skills.
- Undertake extensive programming experience in Gender in emergencies, particularly related to girls and adolescent girls.
Required Experience
- Significant field experience of managing emergency programmes in a number of humanitarian crises.
- Demonstrated experience of key practice and standards for humanitarian response such as SPHERE and CHS.
- Significant knowledge of humanitarian response, child protection and disaster risk reduction.
- Conversant with the international humanitarian architecture, particularly related to coordination and funding.
- Demonstrated prior experience of engaging with the humanitarian coordination system and local, regional and global levels.
- Significant programming in emergencies in several continents and diverse contexts.
- Experience of designing and delivering training.
- Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills.
- Able to work with little supervision in humanitarian emergency and development context.
- Data management and reporting skills.
Qualifications
• Degree or equivalent in management or related field.
