Overview

The Technical Analyst for Strategic Management will support the Ministry of Finance in evaluating and monitoring capital investment projects, with a particular focus on the EXPO project, to strengthen capacities for economic reforms and EU accession.


Key Responsibilities
  • Assist the MoF PIM Unit in evaluating capital investments, including analyzing feasibility studies and socio-economic impacts.
  • Provide strategic recommendations to MoF management regarding the management of EXPO infrastructure projects.
  • Support strategic monitoring of project lifecycles by establishing tracking mechanisms and advising on corrective actions.
  • Act as a liaison to harmonize efforts across organizational units, ministries, and stakeholders.
  • Lead stakeholder engagement initiatives, organize training sessions, and represent the project at conferences.
  • Perform ad-hoc duties as required, including drafting policy memos and conducting data analyses.
Required Experience
  • Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant professional experience in legal regulatory affairs and strategic management is required.
  • Demonstrated expertise in legal affairs, public sector governance, and property management is required.
  • Desired skills include experience in the regulatory landscape governing national budgets and public investments, high-level stakeholder management, inter-institutional coordination, managing legal, operational, and strategic risks, change management, organizational design, managing complex multi-partner projects, excellent writing, reporting, and presentation skills in multilingual environments, cross-cultural communication, multilingual stakeholder engagement, proficiency in project monitoring tools and Microsoft Office Suite, and understanding of Serbia’s political, institutional, and socio-economic context.
Qualifications

Advanced university degree (master’s degree or equivalent) in Law, Economics, or a related field is required. OR A first-level university degree (bachelor’s degree) in the above-mentioned fields, in combination with an additional two years of qualifying experience.
