Overview
Develop a digital investment portal and private sector partnership mechanisms to promote local economic growth in Dahab City.
Key Responsibilities
- Prepare project inception presentation, methodology, work plan, and timeline.
- Conduct kick-off meeting with stakeholders.
- Review strategic plans and analyze documentation of ready projects.
- Conduct field visits and facilitate workshops for situation analysis.
- Develop methodology to identify and assess investment opportunities and untapped local assets.
- Categorize investment opportunities and prepare final list.
- Create standardized templates for data gathering and formulate Investment Profiles.
- Coordinate with GAFI to align methodology and profiles with national standards.
- Design and develop the "Investment Portal" and integrate it into the Governorate's official website.
- Design user-friendly interface (UI/UX) for investor journey.
- Ensure electronic integration and data updates between Governorate's portal and "Invest in Egypt" platform.
- Coordinate with GAFI for technical compatibility and integration.
- Design mechanisms for offering investment opportunities and engaging private sector.
- Collaborate with Legal Consultant to develop standardized contract templates.
- Ensure contract templates support various investment types.
- Review compliance of contractual models with Egyptian laws and regulations.
- Propose flexible business and partnership models.
- Prepare Manual documenting system procedures, portal operation, and integration management.
- Assess training needs and design training materials.
- Implement workshop programs for capacity building of Governorate's staff.
Required Experience
- At least 2 years of experience in investment promotion, business development, public-private partnerships (PPP), or the management of digital platforms is required.
- Experience in identifying investment opportunities, structuring business models, and developing partnership contracts is required.
- Experience in digital transformation, specifically in overseeing the development of digital portals and system integration (APIs), is highly desirable.
- Experience with international organizations and previous work with local government agencies or national counterparts (particularly the General Authority for Investment and Free Zones - GAFI) is desirable.
Qualifications
A first-level university degree (bachelor’s degree or equivalent) in Business Administration, Economics, Public Administration, Information Technology, Urban Planning, or any related field is required.
