Overview

Contributes to developing and improving ethical frameworks, policies, and training initiatives. Provides confidential ethics advice and guidance to personnel.


Key Responsibilities
  • Contributes to developing and improving policies, directives, guidelines, and procedures to support an ethical framework.
  • Reviews and provides input on policies, standards, guidance, and practices relevant to ethics and compliance.
  • Supports the development of and drafts the annual Ethics Office strategy and work plan.
  • Suggests activities in line with overall strategy, objectives, and budget proposals.
  • Keeps abreast of new developments and best practices in ethics.
  • Contributes to designing, developing, and delivering training and outreach on ethical issues.
  • Drafts outreach materials such as brochures, posters, and messages.
  • Updates the Ethics Office Intranet Page and external web page.
  • Manages the Ethics Focal Points Network by providing advice, guidance, support, preparing for meetings, and keeping records.
  • Provides support in administering and proposing amendments/revisions to the annual conflict of interest disclosure for international staff.
  • Provides assistance to the Area Staff Declaration of Interest Programme.
  • Provides confidential ethics advice and guidance on ethical issues.
  • Supports the Case Management System by recording and analyzing trends and recommending improvements.
  • Conducts prima facie assessments of retaliation cases and drafts PaR assessments.
  • Recommends temporary protective measures as applicable.
  • Supports the development of key ethics risk indicators and ensures effective risk management practices.
  • Supports the Chief, Ethics Office with the work of the Women Advisory Forum, Organizational Culture Change, and other initiatives.
  • Supports the work plan of the Protection from Sexual Exploitation and Abuse and Sexual Harassment Coordinator.
  • Drafts the Ethics Office annual report, quarterly reports, and briefing notes.
  • Participates in relevant inter-agency United Nations and other international fora and discussions.
Required Experience
  • At least five years of progressively responsible and relevant experience in areas relevant to the management of ethics issues and integrity training, such as law, corporate compliance, employee relations and staff misconduct and investigation is required.
  • Unless already serving as an international staff member in the UN Common System, a candidate for an international post must have a minimum of two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required.
Qualifications

• Advanced university degree (master’s or equivalent) from an accredited educational institution in law, international law, public administration, human resources management, behavioral sciences, with a focus on ethics or a related field.
