Overview
This role supports the design, implementation, and monitoring of protection-focused humanitarian programmes within the Local Assistance Myanmar Programme (LAMP). It provides technical guidance to implementing partners and ensures adherence to protection standards.
Key Responsibilities
- Contribute to the development and implementation of the LAMP strategy and team work planning.
- Evaluate proposals from applicants, ensuring alignment with LAMP priorities, needs, context, and technical soundness.
- Provide technical guidance to implementing partners on protection standards for survivor-centered and life-saving protection services (Child Protection, GBV, and General Protection).
- Review partner reports to assess project progress and contractual compliance.
- Conduct routine monitoring of LAMP-funded project implementation, including field visits where feasible.
- Prepare reports and briefing materials on project status, partners, context, and areas of operation.
- Support the Deputy Programme Manager in capturing and managing risks in the FMO risk register.
- Provide recommendations to partners for project adjustments based on changing circumstances and facilitate the application of lessons learned.
- Synthesize and share lessons with partners to improve project design and implementation.
- Interact with colleagues and partners to exchange operational context information, ensure cooperation, resolve routine issues, identify good practices, and increase effectiveness.
- Support implementing partners with LAMP capacity building and coordination initiatives.
- Ensure LAMP priorities (Conflict Sensitivity, Gender, Localization, Risk Management) are integrated into partner interventions and provide support with available resources.
- Collaborate with the LAMP M&E team to develop and implement the M&E system, ensure feedback to/from partners and beneficiaries, and advise partners on their internal M&E systems.
- Build effective working relationships with relevant sub-national stakeholders, focusing on international, local, and civil society partner organizations associated with LAMP projects.
- Maintain excellent contact and working relationships with all implementation partners and other LAMP stakeholders in Yangon and in the field.
- Identify and document key lessons from LAMP-funded projects, including topics for special studies, cost comparisons, and value-for-money reviews.
- Maintain detailed knowledge of relevant issues in humanitarian response programmes and promote information sharing among stakeholders.
- Ensure relevant and timely feedback to/from partners and beneficiaries to contribute to wider monitoring, evaluation, and learning functions of LAMP.
Required Experience
A minimum of 2 years of progressively responsible experience in humanitarian programme management, with a specific focus on Protection within the context of Myanmar, combined with a cumulative history of fostering collaborative relationships with local and civil society organizations. Within this period, the incumbent must also demonstrate a cumulative duration of two years exhibiting advancing proficiency and/or substantial comprehension of various protection technical sectors, such Gender-Based Violence (GBV), Conflict-Related Sexual Violence (CRSV), Child Protection, Mental Health and Psychosocial Support (MHPSS), Mine Action, etc.. A minimum 2 years of experience fostering collaborative relationships with partner organizations, facilitating local capacity enhancement initiatives, and advocating for localization efforts are mandatory prerequisites. Demonstrable proficiency in the use of collaboration and productivity tools (e.g. MS Office, G-Suite, etc) and web-based management systems is required.
Qualifications
An advanced university degree (e.g. Masters) in International Law, Human Rights, Social Sciences or a related field with 2 years of relevant experience. A first-level university degree (e.g. Bachelor) in combination with 2 additional years of progressively relevant experience may be accepted in lieu of an advanced university degree.
