Overview

Consultant Research Economist to support the World Bank's research program in Ukraine, focusing on agricultural statistics, land markets, land valuation, and farmer access to credit.

Key Responsibilities

• Implement the Geospatial Aid Application (GSA) pilot and establish a Land Parcel Identification System (LPIS) and Integrated Administration and Control System (IACS).
• Support the Ministry of Economy, Environment and Agriculture's (MEEA's) efforts to maintain and expand the State Agrarian Registry (SAR).
• Maintain dialogue with agencies regarding API-based data access for the State Land Cadaster and the Registry of Rights.
• Support the unit's research program in Ukraine in four areas: agricultural production statistics, market power in agricultural land markets, mass valuation of land, and piloting efforts to increase farmers' access to credit, insurance, and secured output markets.

Required Experience

Track record of economic research on Ukraine; familiarity with EU agricultural policy frameworks and statistics is an advantage; Strong analytical skills and familiarity with literature on impact evaluation; familiarity with the literature on land tenure, institutions, and markets; Demonstrated ability to work with survey, administrative, and geospatial data; Pipeline of journal publications or publishable work in progress; Strong communication and presentation skills; proven ability to communicate effectively with policy makers.
