Overview

Consultant to undertake an assignment which is both an assessment of GBV case management including data collected and utilized in GBV, as well as the establishment of a project baseline that can be monitored throughout the project.


Key Responsibilities
  • Desk review of existing GBV response protocols, guidelines / procedures; including the referral pathways, Quality of Services Checklist, One Stop Service Units Protocols, Forensic Examinations, SOPs for Child Protection, GBV case management, and GBV data systems.
  • Review UNFPA Cambodia’s Findings Report on Case Management and Data Systems completed in 2025.
  • Develop and agree upon a baseline assessment interview tool that will provide an overview of the practices on GBV case management and GBV multi sectoral response including GBV data at the 5 project target Provinces and 14 Districts.
  • Conduct key informant interviews with relevant officers both at provincial and district levels working in the areas of GBV.
  • Identify the key gap areas, including key gaps in GBV data collection, management and usage.
  • Develop a mapping of how the GBV Case management systems are implemented at the sub-national level.
  • Draft a project baseline assessment report with a clear baseline by which to measure change at the end of the project.
Required Experience

At least ten years of experience in working with gender-based violence programme development. Demonstrated strong technical expertise of GBV case management and multi-sectoral response mechanism including global and regional SOP for case management and relevant GBV response frameworks. Proven experience in qualitative and quantitative research – relevant experience in conducting research and / or producing situation analyses, in the areas of gender, gender-based violence, and / or sexual and reproductive health. Proven experience in handling similar nature of assignments in Cambodian context. Experience working with national statistical offices, women’s machineries and/or civil society organizations on GBV is an advantage. Demonstrated experience facilitating shared results, communication, and interpersonal skills. Experience working in or familiarity with the Cambodia context required.

Qualifications

Master’s degree in gender, social work or related field.
