Overview
The Health, Safety, Social and Environmental Associate - Occupational Health & Safety will integrate environmental, social, and occupational health and safety considerations into UNOPS project implementation in the Central African Republic.
Key Responsibilities
- Examine proposed mechanisms to ensure environmental and social measures are considered in sub-project implementation, verifying compliance with national laws, UNOPS requirements, World Bank safeguard policies, and ratified international conventions.
- Coordinate pre-verification for validation of documents submitted by service providers and implementers of ESIA, ESMP, and Resettlement Plans for submission for validation.
- Ensure preparation of public consultations and drafting of meeting minutes.
- Review environmental and social impact mitigation measure sheets to ensure conformity with project requirements and applicable frameworks.
- Conduct quality control and pre-verification of analyses, studies, and documents related to the environmental and social safeguard of sub-projects.
- Coordinate the compilation and integration of standard clauses into tender documents.
- Coordinate the regular preparation of initial environmental and social monitoring and evaluation reports, following the reporting schedule for review by the Project Manager and supervision team.
- Verify the documentary compliance of projects with UNOPS administrative requirements, World Bank, and applicable procedures through periodic reviews of safeguard files.
- Ensure the database (kits, educational materials, media, visibility) on environmental and social activities is updated, consolidated, and available.
- Rigorously manage documentation and archiving (physical and digital) of all files related to the implementation of the environmental, social, and occupational health and safety component.
- Monitor the progress of activities and the impact of environmental measures on the living conditions of targeted populations.
Required Experience
- Proven experience in environmental and social project management.
- Knowledge of World Bank environmental and social safeguard policies.
- Experience in preparing monitoring and evaluation reports.
- Experience working with international organizations or United Nations agencies.
- Experience in implementing projects in the Central African Republic or similar contexts.
Qualifications
- Secondary education diploma in environment, social sciences, or related field with 6 years of relevant experience.
- Technical/professional diploma in environment, social sciences, or related field with 4 years of relevant experience.
- Certifications in environmental management or occupational health and safety.
