Overview
The Programme Officer (Cash Based Interventions (CBI)) will be responsible for the development and maintenance of IOM Iraq's cash-based assistance systems and portfolio.
Key Responsibilities
- Advise on integrating CBIs into operational plans and strategies.
- Establish and maintain strategic partnerships.
- Provide day to day oversight and management of all cash and voucher transfers.
- Liaise with other IOM divisions for operational management of CBI delivery.
- Facilitate and support communication and discussions with financial service providers.
- Liaise with government authorities, UN agencies and NGOs engaged in CBI activities.
- Periodically review the appropriateness for CBI responses.
- Draw up plans for timely delivery of CBIs and monitor their implementation.
- Coordinate with M&E section to ensure data collection and analysis for CBI effectiveness.
- Advise on risk management for CBI based programme implementation.
- Ensure adherence to operational and reporting obligations by partners.
- Prepare periodic and ad hoc reports on CBI based activities.
- Ensure compliance with IOM’s policies and procedures for CBI based programming.
- Supervise other programme staff involved in CBI planning and management.
Required Experience
- Five years of relevant professional experience with a Master's degree, or seven years of relevant professional experience with a University degree.
- Experience working in the field, with at least three years of international experience in programming in Cash Based Interventions.
- Experience with sectoral CBIs (shelter, health, nutrition, food security, WASH, livelihoods, education, etc.).
- Experience in liaising with governmental authorities, other national/international institutions and NGOs and building effective partnerships with private sector.
Qualifications
Master’s degree in Economics, Social Sciences, Political Science or a related field from an accredited academic institution; or, University degree in the above fields.
