Overview

The Resources Management Officer (RMO) will supervise and manage budgetary, financial, Human Resources, and administrative functions for the Country Office and Sub-Office(s). The role provides support in these areas to staff.


Key Responsibilities
  • Monitor and oversee financial management for all Country Office activities, including expenditure and accountability.
  • Supervise treasury management by forecasting cash flows and monitoring/controlling disbursed funds.
  • Prepare programme and budget reports, review monthly accounts, and conduct financial analysis of projects.
  • Assist in budget preparation for new projects and provide technical support to project managers.
  • Maintain internal controls to safeguard assets and prevent fraud.
  • Inspect payroll versus budgets and validate salary allocations.
  • Review and recommend improvements to existing systems and procedures.
  • Manage the Human Resources function, making recommendations on recruitment and personnel administration.
  • Oversee Supply Chain services, including contracts, fleet management, and premises maintenance.
  • Liaise with Legal Affairs and Global Procurement Supply Unit for agreement and Purchase Order review.
  • Supervise ICT staff and local staff on administrative/financial policies.
  • Participate in UN meetings when required.
  • Serve as Officer-in-Charge of the Country Office in the absence of the CoM.
Required Experience

Master’s degree with five years of relevant professional experience; or University degree with seven years of relevant professional experience.

Qualifications
  • Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution; or University degree in the above fields.
  • Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.

Fluency in English is required (oral and written).
Languages Preferred
Working knowledge of French and/or Spanish is an advantage.
