Overview

The consultant will design and deliver training activities on cybercrime investigation, digital evidence management, and prevention of cybercrime, with a focus on online child sexual exploitation and abuse.


Key Responsibilities
  • Design and deliver one workshop on the implementation of Standard Operating Procedures (SOPs) for cybercrime investigation, Digital Evidence management and OCSEA investigation for the criminal justice authorities of Sierra-Leone.
  • Design and deliver one training course for the digital forensics experts of the criminal justice authorities of Sierra-Leone, on digital evidence extraction, analysis and management.
  • Design and deliver one training course for law enforcement and prosecutors of Nigeria on advanced competencies to investigate cybercrime and Online Child Sexual Abuse and Exploitation (OSCEA), including Open-Source Intelligence (OSINT) and cyber-patrolling.
  • Design and deliver one training course for law enforcement and prosecutors of Sierra Leone on advanced competencies to investigate cybercrime and Online Child Sexual Abuse and Exploitation (OSCEA), including Open-Source Intelligence (OSINT) and cyber-patrolling.
  • Design and deliver one training or workshops to first responders in Nigeria in areas related to reporting OCSEA and to seizure and of digital evidence on the crime scene collection.
  • Establish, develop and adopt one curricula on cybercrime and OCSEA investigation and digital evidence delivered in the training centre/academy of Police Force in a selected anglophone country of Africa.
  • Design and deliver one training course or mentoring for the digital forensics experts of the criminal justice authorities of Nigeria, on digital evidence extraction, analysis and management applied to OCSEA case.
  • Design and deliver one regional training to criminal justice practitioners on OCSEA investigations and best practices for investigators to take place in a anglophone country of Africa.
  • Design and deliver one regional workshop targeted to OCSEA specialized units to take place in an anglophone country of Africa.
  • Organize and arrange all aspects related to the virtual or in-person modality of the training.
  • Design training agendas/curriculum.
  • Design pre- and post- tests for each training delivered.
  • Draft a report on each activity.
Required Experience

At least 10 years of relevant professional experience in leading cybercrime investigation, including the exploitation of digital evidence and/or technical expertise in evaluation of electronic devices is required. Experience in providing training to law-enforcement agencies and criminal justice authorities on cybercrime investigations is required. Experience in interacting with governmental agencies is desirable. Work experience in Africa is desirable.

Qualifications

An advanced university degree (Masters or equivalent) in computer science, digital forensics, information technology, programming, cybersecurity, network security or similar subject is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Relevant certification (i.e. cybercrime investigation, digital forensics, crypto assets investigation) is desirable.
