Overview
The Procurement Officer (Monitoring and Compliance) role supports monitoring of procurement activities to ensure compliance with FAO policies and procedures, and best practices in public procurement.
Key Responsibilities
- Supports monitoring through analysis of reports, identifying variances and compliance issues, and making recommendations.
- Participates in the development of improved work methods and procedures.
- Collaborates in the development of training tools and materials and the organization of training workshops/seminars.
- Participates in special project/work teams.
- Drafts tender documents, contracts, purchase orders and general correspondence.
- Reviews technical and financial offers and participates in meetings with stakeholders.
- Responds to requests for assistance during tendering process, makes recommendations, and approves obligations.
- Supports corporate initiatives in accordance with the Corporate Environmental Responsibility Strategy.
- Participates in market and suppliers research.
- Assists in the delivery of capacity development programmes and monitors completion of procurement training programmes.
- Assists in the response and follow-up to auditing of procurement activities.
- Supports the procurement monitoring function as part of the second line of defense.
- Supports Procurement Service communication activities.
- Oversees secretariat function for procurement related committees.
Required Experience
- Three years of relevant experience in procurement-related activities with an advanced university degree; OR five years of work experience in procurement-related activities with a first-level degree and completion of professional qualification from an internationally recognized body such as CIPS Level 2/3/4, MCIPS, FCIPS or other UN-wide recognized certifications.
- Work experience in more than one location or area of work, particularly in field positions.
- Demonstrated knowledge of procurement and contract-related issues including reviewing, preparing and drafting contractual instruments.
- Demonstrated ability to prepare complex reports, including data visualization, using large data sets and statistical analysis.
- Intermediate proficiency in data management and reporting tools, including Microsoft Excel, Power BI, Microsoft Lists, and Oracle iMIS.
Qualifications
Advanced university degree (Master’s degree or equivalent) in law, business/public administration, finance, economics, commerce or a related field; OR A first-level degree in law, business/public administration, finance, economics, commerce, marketing or a related field, and completion of professional qualification from an internationally recognized body such as CIPS Level 2/3/4, MCIPS, FCIPS or other UN-wide recognized certifications.
