Overview
The Deputy Project Manager will work under the supervision of the Senior Project Manager to coordinate daily project operations and ensure project results are delivered within specified tolerances.
Key Responsibilities
- Develop, complete, and update project plans.
- Implement approved plans, including milestone establishment.
- Accompany the Senior Project Manager in project implementation according to the UNOPS Project Management Manual (PMM).
- Integrate sustainability actions, social and gender inclusion, and environmental, health, and occupational safety aspects.
- Manage the production of results and resource utilization, initiating corrective actions when necessary.
- Monitor project performance and delivery indicators.
- Ensure the quality of work packages and deliverables.
- Manage the acceptance and delivery of work packages.
- Supervise project progress.
- Control changes in the project and work packages.
- Identify and anticipate potential risks and issues and advise on mitigation measures.
- Manage the delivery and monitoring of medical equipment and infrastructure acquisition projects.
- Develop and maintain project plans, schedules, and tracking tools.
- Monitor project performance in terms of scope, procurement, costs, quality, and risks.
- Prepare management reports and operational documentation.
- Comply with all organizational policies and the Project Management Manual.
- Contribute to project plans for Project Board approval.
- Manage legal obligations and the Implementation Plan.
- Draft requirement definitions for recruitment processes.
- Maintain project files and record lessons learned.
- Ensure the development and implementation of project financial management guidelines and control mechanisms.
- Monitor the budget, cash flow, and obligations.
- Participate in the administration of UNOPS overhead, chargeables, and related corporate charges.
- Manage expenses against the budget.
- Participate in the formal project handover for project closure.
- Alert the Senior Project Manager about any financial deficit and overspending.
- Prepare/adapt project plans and schedules.
- Prepare reports and Plans in line with MoA requirements.
- Generate and review documents, journals, and progress reports.
- Coordinate and monitor technical and administrative data.
- Ensure the updating of systems like Corporate Drive and One Unops Project.
- Prepare reports, minutes, and track agreements.
- Ensure all project team members update milestones and objectives.
- Prepare special reports as requested by project management.
- Support the Senior Project Manager with updated information on studies, technical files, and works.
- Contribute to the development of stakeholder profiles and facilitate engagement strategies.
- Participate in project governance structures.
- Contribute to the formulation of communication plans.
- Monitor stakeholder engagement and communication.
- Participate in meetings with the client, other project stakeholders, UN agencies, NGOs, and other interested parties.
- Define and monitor human and material resource needs.
- Collaborate with the Senior Project Manager in project development and seek new business opportunities.
- Work with internal stakeholders to ensure the project meets UNOPS project management standards.
- Provide technical assistance to the Senior Project Manager and the Steering Committee/Project Board.
- Provide quality control for management outputs.
- Guide the project team in quality reviews of project documents and deliverables.
- Manage risks to prevent and/or mitigate them in a timely manner.
- Maintain the project risk register.
- Identify critical risks and propose timely mitigation actions.
- Monitor operational, financial, and programmatic risks.
- Escalate relevant risks to the Senior Project Manager and recommend corrective actions.
- Participate in lessons learned procedures and ensure timely and adequate sharing of lessons learned.
- Contribute to the research and recording of lessons learned.
- Ensure compliance with all organizational policies.
- Manage, update, and preserve physical and electronic project files.
- Foster and contribute to a culture of respect and zero tolerance for discrimination, abuse of authority, harassment, sexual harassment, and sexual exploitation and abuse.
- Ensure accountability for actions and perform duties in accordance with protection mechanisms and action plans.
Required Experience
- Minimum of five years (or more depending on academic credentials/education) of relevant and progressive experience in development and management of medium-high and high complexity projects.
- Project and program management with government entities and international cooperation (desirable).
- Project management in Latin American and Caribbean countries (desirable).
- Management of technical assistance and/or institutional strengthening projects (desirable).
- Procurement and contract management projects (desirable).
Qualifications
- Higher university degree (equivalent to Master's) preferably in Project Management, Project Management, Project Direction.
- Candidates with a first university degree in Civil Engineering or Architecture will be considered, provided they have additional years of experience (+2 years) preferably in the aforementioned areas.
- Desirable certifications: PRINCE2® Practitioner, Certified Senior Project Manager ‐ International Project Manager Association (IPMA Level B), Project Management Professional (PMP ‐ PMI), Managing Successful Programmes (MSP), Portfolio, Programme and Project Office (P3O).
