Overview
Conduct an endline study for the SHARPER 2 project to assess its performance and achievements against outcomes and indicators, generating insights on its contribution to disaster preparedness and resilience.
Key Responsibilities
- Prepare an inception report outlining understanding of the study's rationale, objectives, methods, and parameters, including draft data collection tools, work plan, and data protection plan.
- Revise the inception report based on ethics-cum-peer review comments.
- Submit a first draft of the endline report, including an executive summary, project background, methodology, findings, indicator ratings, and analysis.
- Revise the endline report based on feedback from project partners and Oxfam Pilipinas.
- Produce a final endline report and knowledge products, including a presentation deck and an endline study brief.
Required Experience
- Demonstrated experience in conducting project evaluations (baseline, midline, endline, research and/or learning studies) related to humanitarian action, disaster risk reduction (DRR) or community development.
- Strong technical expertise in qualitative research design, including tool development, data collection and analysis.
- Proven experience in facilitating key informant interviews, focus group discussions, and participatory validation or sensemaking sessions.
- Strong analytical and report-writing skills, with experience in contribution analysis, outcome evaluation, and synthesis of qualitative narratives or stories of change.
- Familiarity with local governance systems, DRRM structures, and community-based DRR approaches in the Philippines.
- Understanding of gender-responsive, inclusive, and ethical research practices.
- Familiarity with safeguarding, data privacy, and ethical standards in research and evaluation.
- Excellent communication and stakeholder engagement skills.
