Overview

The consultant will assist in developing a Terminal review of the project “Increasing the Global Implementation of the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) through a Pilot Focusing on Africa”.


Key Responsibilities
  • Develop an Inception Report including stakeholder mapping, review and evaluation methodology, workplan, interview guides and data collection tools approved by UNEP.
  • Conduct stakeholder consultations, interviews, surveys and other data collection activities.
  • Assess project relevance, effectiveness, efficiency, sustainability and potential for replication.
  • Review progress towards project objectives, outcomes and outputs.
  • Identify lessons learned, best practices, challenges and factors affecting project implementation and results.
  • Prepare and submit a Draft Terminal Review Report and presentation of preliminary findings.
  • Revise the draft report based on comments received from UNEP and project stakeholders.
  • Incorporate stakeholder comments and feedback into the final review report.
  • Finalize findings, conclusions, lessons learned and recommendations.
  • Prepare an Evaluation Brief summarizing key findings and recommendations.
  • Prepare presentation slides summarizing the evaluation findings and recommendations.
  • Submit the Final Terminal Review Report, Evaluation Brief and presentation slides for approval by UNEP.
  • Liaise regularly with UNEP and project stakeholders to provide updates on progress and emerging findings.
Required Experience

At least 7 years of progressively responsible experience in programme evaluation, project review, environmental governance, chemicals and waste management, occupational health and safety, regulatory development, or related fields. Proven experience conducting evaluations of environmental, chemicals management, capacity-building, or international development projects is required. Experience with the Globally Harmonized System of Classification and Labelling of Chemicals (GHS), chemicals and waste management, occupational health and safety, or related regulatory frameworks. Experience working with the United Nations system, multilateral environmental agreements, or donor-funded projects in developing countries, particularly in Africa.

Qualifications

Advanced university degree (Master's degree or equivalent) in environmental sciences, Biology, chemistry, chemical engineering, environmental engineering, environmental policy, public policy, development studies, law, occupational health and safety, monitoring and evaluation, or a related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of an advanced degree.
