Overview

Consultancy to develop an institutional framework and programme model for GBV prevention and response across UNRWA, aiming to strengthen coordination, accountability, and survivor-centered services.


Key Responsibilities
  • Conduct a desk review of relevant UNRWA policies and develop an inception report.
  • Map existing GBV-related capacities, systems, and referral pathways, and assess institutional capacities, strengths, gaps, and challenges.
  • Facilitate consultations with stakeholders to identify programme-specific roles and limitations.
  • Draft the UNRWA Agency Framework for Multi-sectoral Prevention and Response to GBV, including strategic outcomes, theory of change, governance, programme commitments, operational standards, and a monitoring framework.
  • Draft the UNRWA GBV Prevention and Response Programme model, including core components, service packages, staffing profiles, community engagement approaches, prevention methodologies, response packages, and adaptation guidance.
  • Facilitate validation discussions, incorporate feedback, and finalize the Framework, Implementation Roadmap, and Programme model.
Required Experience

At least 07 years of professional experience in GBV prevention and response, protection programming and institutional capacity strengthening. Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of citizenship is required. Demonstrated experience developing GBV strategies, frameworks, standards or operational guidance for UN agencies, NGOs or humanitarian organizations. Experience working in humanitarian or displacement contexts. Proven experience facilitating multi-stakeholder consultations and institutional assessments.

Qualifications

Advanced university degree in Gender Studies, Social Sciences, Human Rights, Protection, International Development, Public Policy or a related field.

Remuneration
The consultant will be paid the lump sum of ($16,754.63), split into 3 instalments upon satisfactory submission of the deliverables. Remuneration for this consultancy is on P4 level. The consultant will be remunerated based on the satisfactory deliverables of the agreed activities.
