Overview

The Programme Support Associate supports effective programme and project implementation, financial management, quality assurance, and compliance in line with UNDP policies and procedures.


Key Responsibilities
  • Supports programme formulation, planning, and implementation through data management and operational support.
  • Promotes a client-oriented approach consistent with UNDP rules and regulations.
  • Supports administration and implementation of programme strategies.
  • Supports the collection, analysis, and presentation of background information for strategic documents and policy papers.
  • Contributes to the development and presentation of background information for project documents, work plans, budgets, and proposals.
  • Provides inputs to CO planning, monitoring, and reporting documents.
  • Contributes to the analysis of information on donors and partners.
  • Supports project planning, monitoring and evaluation, and day-to-day project management.
  • Contributes research data to concept notes, project ideas, funding proposals, policy briefs etc.
  • Supports the development of new pipeline projects.
  • Supports in the monitoring and timely preparation of information and reports.
  • Supports the integration of gender considerations in all programmes/projects.
  • Participates and contributes to programme team meetings and workplans.
  • Supports the achievement of performance targets.
  • Monitors and ensures timely operational and final closure of projects.
  • Supports quality assurance for projects information in corporate systems and open data platforms.
  • Supports in the planning, monitoring and reporting of programmes and projects pertaining to budget and resource management.
  • Ensures support in quality control of financial resource management.
  • Reviews financial/expenditure reports.
  • Prepares and submits payment and other programme/project-related requests.
  • Implements corrective actions in line with UNDP rules and regulations.
  • Reviews project budgets and budget revisions.
  • Raises e-requisitions and ensures that vouchers processed are matched and completed.
  • Supports in data entries, including relevant cost-recovery rates and their distribution.
  • Enters budget and revisions into the ERP and ensures appropriate documentation management.
  • Checks CDR Bridge and provides support in the verification of Combined Delivery Reports.
  • Supports in tracking programme delivery and implementation of acceleration or corrective measures.
  • Provides support in follow-up to recommendations from audits and assessments.
  • Uploads required documentation in the corporate systems.
  • Ensures regular monitoring of contribution agreement milestones.
  • Supports the development and implementation of standard operating procedures for the CO and portfolio/projects.
  • Ensures that business processes followed by portfolio/project teams are in line with UNDP regulations and rules.
  • Monitors portfolio and projects and ensures timely update of risks, project management information, operational and final closure of projects.
  • Undertakes quality assurance for projects information in corporate systems and data platforms.
  • Supports the implementation of the Harmonized Approach to Cash Transfer (HACT) framework.
  • Supports the oversight measures of NIM projects.
  • Ensures efficient update and follow-up to DIM/NIM project audits.
  • Assists the programme unit in capturing, codifying, synthesizing lessons from evaluations and assessments.
  • Facilitates peer reviewing, commenting on, and seeking to improve, the quality of projects, good practices, guidelines, and other documents.
  • Supports in the organization of training and workshops for CO and project personnel.
  • Supports in the provision of guidance to implementing partners on project management and implementation.
  • Participates in events and provides sound contributions to knowledge networks and communities of practice.
  • Develops and carries out personal and professional development and learning plans.
  • Performs other duties within their functional profile as deemed necessary.
Required Experience

A minimum of 7 years (with secondary education) or 4 years (with bachelor’s degree) of progressively responsible experience in programme, project operations, administration, and financial management.

Qualifications

Secondary education is required. OR: A University degree (bachelor’s degree) in Business Administration, Finance, Accounting, Public Administration will be given due consideration, but it is not a requirement.
