Overview
The Programme/ Monitoring Officer will support the accountability, transparency, and effectiveness of the Venezuela Humanitarian Fund (VHF) by contributing to quality monitoring, evidence-based reporting, and robust partner capacity assessments.
Key Responsibilities
- Support programmatic monitoring and results reporting of VHF-funded projects.
- Contribute to data management, analysis, and production of analytical and knowledge management products.
- Assist with the programmatic management processes including allocation processes, project reviews, and quality assurance.
- Ensure partner capacity strengthening, NGO eligibility processes and stakeholder engagement.
- Support the development and regular updating of the VHF programmatic monitoring plan.
- Carry out regular and systematic monitoring of VHF-funded projects.
- Assist in drafting monitoring reports with actionable recommendations.
- Support the design, analysis, interpretation, and presentation of VHF-related data.
- Contribute to the preparation and development of VHF annual reports and knowledge management materials.
- Support data analysis, prioritization exercises, and evidence-based decision-making processes.
- Participate in VHF partners' technical capacity strengthening initiatives.
- Continuously support programmatic reviews of VHF projects.
- Assist in providing technical inputs and guidance during project revisions.
- Ensure the quality assurance of VHF project narrative reports.
- Support the review and clearance of Due Diligence.
- Contribute to the implementation of national NGO capacity strengthening initiatives.
- Participate in field missions with Venezuela Humanitarian Fund stakeholders.
- Perform other duties as assigned.
Required Experience
- Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in emergency humanitarian or development programming, crisis/emergency relief management or other related areas, preferably with a UN organization or an NGO is required.
- Experience in a humanitarian context within the UN Common system or in a comparable international organization is desirable.
- Experience in programmatic monitoring and results reporting for donor-funded humanitarian or development programs or projects is desirable.
- Experience in data management, data analysis, reporting, and the development of analytical products is required.
- Experience in project proposal review processes for donor-funded humanitarian or development programs is desirable.
- Experience in the preparation of information products, knowledge management products or other donor-funded reporting products is desirable.
- Experience with country based pooled funds or similar pooled funding mechanisms either directly or as a partner is desirable.
Qualifications
- Advanced university degree (master’s degree or equivalent) in Statistics, Political or Social Science, Development Studies, International Studies, Public Administration, or other relevant sciences are required, OR
- A relevant first-level university degree in Statistics, Political or Social Science, Development Studies, International Studies, Public Administration, or other relevant sciences are required.
