Overview
Consultant to provide technical diagnosis on Nature-based Solutions (NbS) and carbon markets under Article 6 of the Paris Agreement in Latin America and the Caribbean. The role will identify opportunities, challenges, and provide policy recommendations.
Key Responsibilities
- Review technical, regulatory, and academic literature on Article 6, carbon markets, NbS, climate finance, and environmental integrity.
- Systematize concepts, definitions, and technical criteria for NbS in carbon markets.
- Analyze international decisions and advances relevant to Article 6 implementation.
- Identify NbS types with climate potential in Latin America and the Caribbean.
- Analyze the potential of NbS for emission reductions linked to carbon markets.
- Examine enabling conditions for NbS participation in Article 6 markets.
- Identify barriers to NbS development compatible with Article 6.
- Review international and regional experiences in carbon markets and climate finance linked to NbS.
- Identify best practices in designing NbS projects for carbon markets.
- Select and analyze case studies relevant to the region.
- Evaluate risks associated with NbS in carbon markets.
- Analyze applicable environmental and social safeguards.
- Propose minimum criteria for NbS initiatives linked to Article 6.
- Develop public policy recommendations for NbS under Article 6.
- Propose technical guidelines for NbS identification and evaluation.
- Formulate recommendations on governance, institutional frameworks, social participation, and benefit sharing.
- Prepare inputs for regional discussions on NbS, carbon markets, and Article 6 implementation.
- Participate in coordination meetings and present technical advances.
- Incorporate feedback from the supervisory team.
- Prepare an executive presentation of findings and recommendations.
Required Experience
At least five years of professional experience in climate change, carbon pricing instruments, carbon markets, climate finance, environmental policies, or sustainable development. Experience in design, analysis, or evaluation of market instruments for climate change mitigation, implementation or analysis of Article 6 of the Paris Agreement, voluntary carbon markets, REDD+, offset mechanisms, or measurement, reporting, and verification (MRV) systems. Experience in design, evaluation, or implementation of Nature-based Solutions is an advantage.
Qualifications
Professional in economics, engineering, environmental sciences, biology, public policy, environmental law, climate change, sustainable development, or related disciplines. Advanced second-level studies in economics, climate change, environmental management, public or climate finance, public policy, natural resources, biodiversity, sustainable development, or related areas is desirable.
