Overview

The Administrative Officer will be responsible for coordinating human resources, budget, finance, and general administration activities within the Office of the High Commissioner for Human Rights.


Key Responsibilities
  • Coordinates human resource activities including recruitment, placement, promotion, performance appraisal, job classification, and separation.
  • Defines conditions of service, duties, responsibilities, privileges, and entitlements.
  • Supports the preparation and implementation of work programmes and budgets.
  • Monitors and reviews work programmes and budgets to assess progress.
  • Develops and implements procedures for accounting and financial management controls.
  • Oversees procurement, billing, income receipt, operational travel, and vendor contracts.
  • Reviews departmental space requirements.
  • Oversees identification of office technology needs and equipment maintenance.
  • Collects and analyses data to identify trends and provide insights for planning and reporting.
Required Experience

A minimum of five (5) years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required. A minimum of three (3) years of experience working in the United Nations Common System or a similar international organization is required. Experience with the operational setup for new mandates or organisational entities within the UN or similar international organisations is required. Experience in coordinating administrative support for rapid response and/or emergency deployments within the UN or similar international organisations is required. Experience in preparing budgets for grant proposals is required. Experience working with an Enterprise Resource Planning (ERP) system is required. Experience with handling administrative functions relating to human resources management is desirable.

Qualifications

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
