Overview

The National Ozone Office Coordinator will coordinate project and portfolio-level activities for the National Ozone Unit (NOU) in Mexico, supporting the Government in meeting its Montreal Protocol compliance commitments.


Key Responsibilities
  • Coordinate the work of the NOU team, distributing tasks and ensuring timely completion and quality assurance.
  • Ensure coordination and synergies across the project portfolio activities.
  • Coordinate and supervise the implementation of MLF project portfolio, including HPMP, HFC phase-down, institutional strengthening, and related climate change action.
  • Coordinate with implementing and bilateral agencies involved in Montreal Protocol implementation.
  • Ensure effective operation of ODS and HFC control and monitoring systems.
  • Ensure efficient and timely data collection and reporting to the Multilateral Fund and Ozone Secretariats.
  • Hold regular consultations and coordination with local stakeholders.
  • Participate in and contribute to Montreal Protocol meetings.
  • Coordinate public awareness activities on ozone protection and climate change.
  • Coordinate actions and agreements to comply with MLF agreement and Montreal Protocol.
  • Provide periodical updates to UNIDO Project Manager and SEMARNAT.
  • Contribute to the preparation of progress reports to the donor.
  • Produce a detailed Back-to-Office Mission Report for each trip.
  • Prepare a consolidated final report detailing all activities and results.
Required Experience

A minimum of five (5) years of working experience in project management and coordination, and/or administration is required. Experience at the international level, involving technical cooperation in developing countries is required. Experience in international negotiations/environmental diplomacy and policy dialogue is desirable. Experience with or knowledge of the Government of Mexico’s environmental strategies and priorities is desirable. Experience with international environmental agreements, including knowledge of the Vienna Convention and the Montreal Protocol and/or UN Framework Convention on Climate Change is desirable. Experience in working in/with the private sector, including the industrial sector is desirable.

Qualifications

Advanced university degree (master's or equivalent) in social or natural sciences, engineering, project administration, economics or other relevant disciplines with a specialization in management is required. Alternatively, a first level university degree or an advanced technical college diploma may be acceptable provided it is combined with additional 5 years of professional hand-on experience that is directly relevant to the expertise required by the specific assignment.
