Overview
The Finance Specialist will ensure effective and timely financial functions within Rakhine state, including planning, analysis, accounting, payments, budgeting, and financial reporting, in adherence to DRC's Internal Controls and support.
Key Responsibilities
- Support the development and implementation of financial management capacity building of staff and partner finance staff.
- Provide technical support and advice to the area finance team.
- Reinforce existing procedures and systems for financial and budget management and control.
- Support timely delivery of quality financial BFU reports and staff and operation allocation.
- Ensure compliance with relevant area statutory and other financial obligations.
- Conduct monthly financial briefings and monitor forecasting.
- Ensure thorough and effective budgetary control in area programs.
- Liaise with relevant Managers on key financial issues.
- Collect cash forecasts and request funds in a timely manner.
- Maintain an overview of funding levels and pay attention to shared support costs.
- Ensure required documentation for financial audits and prepare for local audit.
- Hold monthly meetings with project managers to discuss key variances and remedial action.
- Contribute to proposal development with regards to budgeting.
- Provide specialized knowledge and operational know-how within a specific discipline.
- Review month-end accounting cycle in Dynamics, including bank & cash reconciliations.
- Oversee maintaining of timely and accurate accounting records.
- Monitor day-to-day accounting functions, including cash verification, cash/bank reconciliation, monthly closing cashbooks, outstanding advances, and timely submission of accounts.
- Monitor payments to suppliers and recurrent expenditures.
- Ensure all financial documents are filed and archived systematically.
- Ensure cash flow of field offices is maintained and coordinate with program managers for projections.
- Support Master budget preparation.
- Provide technical support for financial analysis/budget implementation/budget revision.
- Ensure processes under supervision are handled properly via DRC Dynamics.
- Ensure ERP finance functionalities are properly used by concerned staff.
Required Experience
Minimum 3 years of international practical experience in financial management. Proven experience in managing large budgets. Proven experience in working with national partners, local/government authorities. Working experience with relevant donors (e.g. UNHCR, ECHO, SDC, UNICEF, OKF or NORAD guidelines).
Qualifications
Master’s degree in finance/accounting or business administration or professional certification in accounting.
