Overview
This role involves providing technical advisory services for construction and supervision contracts within the scope of a technical cooperation project focused on strengthening education infrastructure management for traditional peoples in Brazil.
Key Responsibilities
- Provide technical advisory on construction and supervision contracts.
- Monitor and participate in activities related to infrastructure works and services.
- Support procurement processes and consultant hiring.
- Support technical, administrative, and financial control of works.
- Monitor the application of standards and protocols during works execution.
- Prepare monthly closings and gather information from supervision works and project management.
- Participate in coordination of project or works adjustments.
- Assist in preparing instructions, determinations, and variation orders.
- Maintain updated records of performance and costs of construction works.
- Prepare technical drawings for construction works.
- Manage contract-related information.
- Assist in preparing budgets and their reasonableness analysis.
- Assist in preparing monthly reports.
- Participate in meetings, field inspections, and project support activities.
- Support documentation management in the institution's system.
- Monitor and control the works schedule.
- Support monitoring of construction contracts regarding physical-financial progress.
- Support monitoring of the supervision contract regarding reports, progress, and quality control.
- Review documents related to construction and supervision contracts.
- Review construction contract budgets and analyze change requests.
- Technically support the proposal of works execution solutions.
- Support supervision of the works site to ensure standards, regulations, and plans are respected.
- Technically support the development of a works monitoring methodology.
- Support the preparation of work plans for all project activities.
- Produce progress reports and other requested reports.
- Participate in technical and managerial control meetings.
- Work jointly with other specialist consultants and the operational team.
- Prepare technical presentations.
- Prepare Meeting Minutes.
- Visit existing lands, buildings, and school units.
- Visit communities that adhered to the cooperation agreement.
- Keep individual output documented.
Required Experience
- A minimum of seven (7) years of relevant experience in works supervision or infrastructure works execution is required (or 3 years in combination with a bachelor's degree).
- Knowledge of material quality control is mandatory.
- The position requires the ability to produce reports using computer tools such as Google Sheets and Google Docs.
- Experience in the preparation and/or implementation of quality control plans is desirable.
- Experience in FIDIC contract management is desirable.
- Experience in managing infrastructure contracts within the United Nations system is desirable.
- United Nations or other international organizations experience with FIDIC contracts is highly desirable.
- Prior experience in the UN system or other international organizations.
Qualifications
- Completion of secondary education is necessary.
- Graduation in architecture, engineering, or a related field with permission to execute works in Brazil may substitute for some years of experience.
- Active registration with the Class Council - CREA-CONFEA or CAU.
- Desirable: Certification in Project Management: PRINCE2® Foundation, PRINCE2® Practitioner, PMO or similar.
