Overview

The National Data Analytics Officer is responsible for managing data quality, reporting, and research teams within the Migration Health Informatics Unit. The role supports the implementation and management of migration health data warehouses for reporting, performance analysis, and indicator monitoring.


Key Responsibilities
  • Manage and coordinate the activities of the data validation team.
  • Lead Data Analysts, Data Visualization Officer, and Data Validation Assistants to identify, develop and implement data quality requirements and tools.
  • Improve and implement data validation procedures and algorithms.
  • Plan and coordinate the delivery and support of new and existing validation systems.
  • Collaborate in monitoring data to identify possible health systems issues and troubleshoot data issues.
  • Coordinate with MHD regional data focals in monitoring and addressing data quality issues.
  • Advise on design and implementation of new data collection, data quality control, and data transfer systems.
  • Work closely with MHI Data Engineer to provide inputs in the management and enhancement of the MHD data warehouse.
  • Perform extract, transform and load (ETL) procedures.
  • Develop and improve existing database queries, views, jobs and QC scripts.
  • Establish and maintain standard operating procedures (SOP), data dictionaries, and reporting templates.
  • Advise on the design, development and implementation of migration health data warehouse.
  • Implement dimensional data models and generate fact/dimension table structures.
  • Support MHD HAP in the use of data analysis and business intelligence (BI) tools to generate reports and dashboards.
  • Conduct statistical analysis and utilize advanced statistical methods and tools.
  • Monitor and coordinate submission of regular and adhoc data reporting requirements.
  • Collaborate with PAF and Teleradiology units on finance- and teleradiology-relate health data and reporting requirements.
  • Provide guidance on available HAP data sources, data processing and statistical analysis for research activities.
  • Contribute to the review and write scientific papers, technical reports, presentations.
  • Work with the Research Team and participate in secondary analysis and interpretation for scientific research purposes.
  • Plan, implement and evaluate training initiatives in relation to HAP data quality assurance and reporting.
  • Train project team members to deliver training activities.
  • Participate in regional trainings on data validation and reporting.
  • Organize planning and monitoring sessions within the Data Quality, Reporting and Research Teams.
  • Supervise and train MHI data reporting and data validation staff.
  • Provide inputs to identify, analyze and document business requirements for new functionalities.
  • Represent IOM in Technical discussions with external partners.
  • Prepare presentations and draft documents on migration health topics.
  • Perform other duties as may be assigned.
Required Experience
  • Proven experience working and managing large and complex databases as source for analysis and reporting.
  • Experience in the development of data validation processes, and reporting dashboards.
  • Implementing data ETL, management and processing procedures using MS SQL, STATA, ODBC, Power BI and/or other.
  • Experience with business intelligence tools and systems like MS Power BI for data visualization, data modelling, monitoring, validation, reporting and statistics.
  • Conduct of health research, participation in research report preparation and implementation of data processing and analysis for research purposes.
  • Experience or participation in migration health research.
  • Experience in training and supervising the development and implementation of database management procedures, regular data and indicators reporting, and data quality control and monitoring procedures and tools.
  • Work experience or consulting with government and international health agencies.
  • Experience as co-investigator for public health research/statistical projects.
Qualifications
  • Master’s degree Public Health, Epidemiology, Health sciences, Statistics or Social sciences or a related field from an accredited academic institution with five years of relevant professional experience and preferable exposure to public health, epidemiology, health or social sciences; or University degree in the above fields with seven years of relevant professional experience.
  • Professional certification on MS SQL and Power BI an advantage.
