Overview

The Technical Officer - Planning, Monitoring and Evaluation will contribute to the development of regional process guidance, briefings and tools, provide targeted support to Budget Centers, and review submissions to ensure quality and alignment with results-based principles.


Key Responsibilities
  • Contribute to the development of regional process guidance, briefings and tools.
  • Provide targeted support to Budget Centers and follow-up their progress towards timely submissions.
  • Review the Budget Center submissions to ensure quality and alignment with results-based principles and process guidance.
  • Consolidate the submissions from the Budget Centers and contribute to the compilation of the region-wide reports.
  • Contribute to the development of reports and presentations for the cabinet and the regional governing body meetings.
  • Facilitate capacity building events to EMR staff including the PME focal points in the Budget Centers and to the national counterparts as required.
  • Prepare briefing notes and other reports on PME functions for senior management, country functional reviews, audit and administrative reviews and other similar exercises.
  • Perform any other duties as assigned by the supervisor.
Required Experience

A minimum of two years of work experience in programme or project management services in public-sector, international development or public health programmes. Desirable: Experience in programme management. Experience in WHO processes and policies.

Qualifications

Essential: First university degree in public health, public administration, management or related field accompanied by an accredited academic course, training and/or certification in results-based management. Desirable: An advanced university degree (master's degree) in public health, public administration, management, business administration or related field. An accredited academic course, training and/or certification in programme planning and monitoring and evaluation.

Remuneration
Annual base salary starting at USD 56,046 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1172 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
