Overview

The Health Emergency Officer provides technical expertise and guidance in outbreak preparedness and response, and supports the strengthening of national capacities for International Health Regulations (IHR).


Key Responsibilities
  • Provide technical expertise and guidance in outbreak preparedness and response.
  • Establish and maintain close collaboration with various personnel from the Ministry of Health, health care facilities, and state health offices.
  • Produce detailed strategies and guidelines for effective interventions in outbreak preparedness and response.
  • Support the strengthening of the country’s capacity for core IHR capacities.
  • Ensure health needs during humanitarian emergencies are identified.
  • Mobilize partners of the Health Cluster to contribute to the establishment and maintenance of an adequate early warning and rapid response system.
  • Ensure close collaboration and constant contact with the Ministry of Health and state health offices.
  • Monitor WHO’s internal capacities for the implementation of the WHO Emergency Response Framework (ERF).
  • Support the Ministry of Health in consolidating cross-border collaboration, capacity building, and information sharing.
  • Support the Health Cluster to identify health sector stakeholders and establish contacts between them and existing health coordination mechanisms.
  • Secure information from a variety of health sectors, analyzing and recommending actions and guidelines for the development of medium and long-term work plans and strategies.
  • Lead and promote effective coordination of surveillance and evaluation activities.
  • Perform any other tasks as may be assigned by the Country Representative.
Required Experience
  • 5 years of professional experience, particularly in disease surveillance, and outbreak preparedness and response.
  • Experience working in Guinea Bissau within the last three years.
  • Solid knowledge of the principles and functioning mechanisms of the Health Cluster.
Qualifications
  • Essential: Medical degree, in a health-related discipline and/or postgraduate degree in epidemiology and public health, mathematics or statistics, with a specialization in public health and advanced studies in computer science.
  • Desirable: Additional training in disaster management, essential statistical software packages, and information management system.

Expert knowledge of Portuguese.

Intermediate knowledge of English. Intermediate knowledge of French.

Remuneration
Annual base salary starting at XOF 24,617,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
