Overview
The Project Manager – Open-Source Programme Office (OSPO) will provide strategic leadership and management for the establishment and operation of an Open-Source Programme Office in Trinidad and Tobago, aiming to enhance public sector digital capacity and deploy open-source solutions.
Key Responsibilities
- Provide strategic vision and operational leadership for the OSPO.
- Develop and implement the OSPO's multi-year strategy, annual work plans, and budget.
- Serve as the primary secretary to the Project Board.
- Lead the development of national open-source policies, contribution guidelines, and compliance frameworks.
- Act as the principal liaison and build strong relationships with key stakeholders.
- Participate at national and international fora, advocating for Open-Source.
- Identify and cultivate strategic partnerships.
- Oversee the end-to-end management of the OSPO project.
- Provide direct supervision and guidance to the OSPO team.
- Manage the project's budget.
- Maintain the project's risk register.
- Champion the creation of a sustainable open-source ecosystem.
- Lead the development and implementation of the OSPO's long-term sustainability plan.
- Drive the OSPO's knowledge management function.
- Oversee and facilitate the development and delivery of technical curriculum and training sessions.
- Oversee the creation of technical documentation.
- Ensure facilitation of knowledge building and knowledge sharing.
- Oversee the delivery and integration of Open-Source tools into public sector operating procedures.
Required Experience
- A minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree or equivalent) of relevant experience in project management, strategy, planning or implementation is required.
- At least 2 years or more of experience implementing or managing software or information systems for large organizations or government.
- At least 2 or more separate examples of experience leading strategic projects at large organizations, government or multilateral agencies.
- At least 2 years or more of stakeholder management and communications experience.
- At least 1 year of experience working on projects with National Governments or International Development Agencies in the Caribbean or Latin America.
- Experience in the design, implementation, or management of open-source software (OSS) solutions of the European Union or its Member States.
- Experience in Sustained leadership contributions to at least one (1) major Open-Source software project.
- Experience in Open-Source licenses including appropriate use cases, and major attributes of license categories.
- Experience and familiarity with multiple programming languages (coding experience) is an asset.
- Experience implementing technology trends and digital solutions relevant to Digital Public Infrastructure (DPI), Open-Source technology, and Artificial Intelligence.
- Demonstrated experience in critical analysis and thinking, problem solving and strategic planning.
Qualifications
- Advanced university degree (master’s degree or equivalent) in an ICT related field, Project Management, International Development, Public Policy or related field is required, OR
- A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced degree.
- Certification in Emerging Technologies such as open-source software, artificial intelligence, or digital public infrastructure would be considered an asset.
