Overview

The Security Coordination Officer will participate in the development of Security Plans to preserve the safety and security of all UN personnel, assets, and operations in the field mission. The role is based in Port-au-Prince and reports to the Chief Security Adviser.


Key Responsibilities
  • Establish priorities, workflows, and standard operating procedures for SIOC functions by leading, coordinating, and managing the SIOC team.
  • Serve as a member of the Security Cell, building consensus to ensure alignment and support for security operations.
  • Ensure forecasting of the evolving security environment and the UN’s security and operational responses.
  • Ensure the development of inclusive risk management strategies and drives planning.
  • Ensure the preparation, review, and implementation of security/contingency planning and security risk management documents.
  • Oversees security-related projects, prioritizing work to meet deadlines.
  • Monitors and contributes to activities that relate to the implementation and evaluation of preparedness and compliance.
  • Collaborates closely with peers and colleagues, non-governmental organizations, diplomatic missions, and Host Government representatives.
  • Ensures the conduct of security surveys and assessments.
  • Ensures implementation and maintenance of a functioning Security Communication System.
  • Support activation and functioning of crisis management mechanisms.
  • Provide real-time situational updates, analytical inputs, and operational dashboards during crises.
  • Ensure continuous communication and coordination across stakeholders during emergency situations.
  • Support relocation, evacuation, and contingency decision-making through information and analysis.
  • Ensures implementation of departmental approaches to mainstreaming gender, diversity, and inclusion.
  • Performs other functions as directed.
Required Experience
  • A minimum of seven years of progressively responsible experience in military, police, or security management.
  • At least five years of progressively more senior experience in security operations, or in security administration, or similar entities, within a military, police, or security organization.
  • At least two years of experience in managing multiple security units operating in a conflict or post-conflict environment.
  • At least one year experience of having served in Very High/High risk environments.
  • Experience of information collection, collation, analysis, and dissemination.
  • Experience in Crisis Management, operational Security Risk Management (SRM) practices across diverse high-risk environments.
  • Experience in leading the SIOC/SICU, directing security operations and ensuring integrated situational awareness to support operational planning and crisis response.
  • Demonstrated experience in crisis management and real-time operational coordination, including security information analysis and reporting within a Security Operations Centre (SOC/SICU/SIOC) or similar operational environment.
  • Experience in inter-agency coordination and complex operational environments is desirable.
Qualifications
  • An advanced university degree (Master's degree or equivalent such as a senior command and staff qualification) in security management or business administration, political/social/military science or international relations, with focus on security management.
  • A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree.
  • A first-level university degree may be substituted with a diploma from a police or military academy (for commissioned officers) obtained over a minimum of a three-year period, may be considered its equivalent, and in combination with two additional years of qualifying experience in military, police or security management.
  • Certification in the UNDSS SCP is required.
  • Certification in SSAP is required.
  • Certification in Disasters and Risk Management is desirable.
