Overview
Manage the day-to-day operations of the Special Envoy’s office, including human resource management, budget and finance, and general administration.
Key Responsibilities
- Coordinate human resource activities such as recruitment, placement, promotion, performance appraisal, job classification reviews, and separation of staff members.
- Define conditions of service, duties, responsibilities, privileges, and entitlements under the Staff Rules and Regulations.
- Lead the preparation and implementation of the Special Envoy’s work programme, ensuring financial resources are utilized in accordance with the Programme Budget and allotments.
- Monitor and review the work programme and budget, assessing progress against the programme plan and coordinating programme reports.
- Define requirements and work with systems units to improve budget reporting systems and cost-effective utilization of program resources.
- Develop and implement procedures for accounting and financial management controls consistent with UN policy and practice.
- Supervise and/or provide guidance on financial administration and management information issues to colleagues.
- Provide guidance and leadership to more junior staff.
- Manage office logistics, schedule meetings and events, and coordinate country missions.
- Oversee procurement, billing, receipt of income, operational travel, procurement monitoring, and evaluation of vendor contracts/payments.
Required Experience
- A minimum of five years of progressively responsible experience in administration, human resources management or related field is required.
- Experience with diplomatic skills, discretion and sensitivity in dealing with high-level personalities is required.
- Three years or more of experience serving a high-level official is required.
- At least two years of experience in the domain of road safety is required.
- Experience in United Nations project processes is desirable.
Qualifications
- Advanced university degree (Master’s degree or equivalent) in business or public administration, international relations, accounting, law or related area.
- A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
