Overview
The Analyst Engineer in charge of Coordination and Monitoring of Works will support the implementation of works within the framework of Effect 3 of the portfolio, under the supervision of the Principal Technical Advisor.
Key Responsibilities
- - Establish overall project planning, including the study phase.
- - Pilot and approve technical study phases, ensuring conformity with functional program and tender documents.
- - Maintain and adjust project dashboards covering schedule, budget, progress, and closure.
- - Ensure compliance with study elaboration processes for civil buildings.
- - Elaborate terms of reference for complementary lots if needed.
- - Ensure project owners initiate, follow, and finalize necessary authorization procedures.
- - Elaborate tender documents for site fitting and equipment purchases.
- - Ensure conformity of tender documents with UNDP procurement procedures.
- - Support the Procurement Expert in tender document compliance and evaluation.
- - Verify and conclude contracts and procurements.
- - Establish overall work execution planning and ensure adherence to deadlines.
- - Monitor and manage contracts, including delays and amendments.
- - Elaborate periodic reports on work progress (physical and financial).
- - Implement corrective measures for difficulties or deviations.
- - Technically support other construction/rehabilitation processes and ensure training/knowledge sharing.
- - Organize training, workshops, and capacity-building activities.
- - Identify, synthesize, and document best practices and lessons learned.
- - Contribute to knowledge networks and communities of practice.
Required Experience
- At least two (02) years of experience in planning, organizing, and directing civil engineering projects.
- Proficiency in computer tools is required.
- Experience in the United Nations System would be an asset.
- Aptitude/Experience working in a multicultural, multi-ethnic, multiracial, and multireligious environment is desired.
- Experience/Aptitude for teamwork and a developed spirit of initiative is desired.
- Proven experience in the design and implementation of infrastructure projects through their various phases: studies, execution, and project closure.
- Proven experience in dimensioning, budgeting, and breaking down budgets for infrastructure projects.
- Good experience in elaborating and verifying tender documents (DAO), particularly work specifications, equipment, and terms of reference (TDRs) for study contracts is an asset.
- Experience/Excellent ability in elaborating and drafting progress reports, including dashboards.
- Capacities/Experiences in coordinating between different project stakeholders, particularly collaboration with public administration (partners).
Qualifications
- Higher university degree (Master's or equivalent) in Civil Engineering or a related field is required.
- OR a first-cycle university degree (Bachelor's) with two (2) additional years of relevant experience will be duly considered in lieu of the higher university degree.
