Overview
The Project Manager will be responsible for the overall management, coordination, and delivery of UNDP’s Technical Assistance under the EIB Early Recovery and Ukraine Recovery Programme, ensuring the achievement of planned outputs and adherence to donor requirements.
Key Responsibilities
- Lead day-to-day management of project activities, ensuring coherence with the Description of Action, workplans, and budgets.
- Develop annual and quarterly workplans, budgets, and procurement plans.
- Manage the project team, including Operations Analyst, Stakeholder Engagement Analyst, Project Analyst, M&E Analyst, Risk Mitigation and Compliance Analyst and Engineering Analyst.
- Oversee collaboration with MDCT and EIB, ensuring timely coordination, reporting, and joint decision-making.
- Ensure cross-cutting integration of gender equality, inclusion, and transparency principles.
- Supervise all stages of sub-project preparation and implementation (design, procurement, construction, commissioning).
- Ensure quality control and technical compliance with EIB standards and national regulations.
- Oversee environmental and social management (ESMPs, SEPs, SMPs) and ensure stakeholder engagement in all project locations.
- Coordinate sanctions screening and integrity checks for beneficiaries and contractors.
- Lead implementation of the project’s Monitoring & Evaluation Framework, ensuring data quality and timely reporting of indicators.
- Organize site visits, verification missions, and performance reviews of sub-projects.
- Prepare progress and financial reports for the Project Board, EIB, and MDCT, highlighting key achievements, risks, and mitigation actions.
- Contribute to knowledge generation and policy briefs showcasing lessons learned.
- Ensure that gender equality is pursued in all project activities and reflected in work plans, budgets, reports, research, analyses and, where specifically relevant, analysed in detail.
- Ensure gender-responsive results-based management, promotion of a safe and enabling environment free of any kind of discrimination and abusive behaviour, and gender-responsive communications based on corporate principles.
- Represent UNDP in coordination meetings, workshops, and communication events related to the EIB URP Programme.
- Support implementation of the Communication and Visibility Plan (Section III of Project Document).
- Ensure dissemination of best practices, technical guidelines, and success stories through digital platforms and stakeholder events.
Required Experience
- Minimum 5 years (with Master’s degree) or 7 years (with Bachelor’s degree) of progressively responsible experience in managing or implementing infrastructure projects.
- Solid understanding of IFI’s procurement and contract-management standards, including evaluation and supervision of construction works.
- Experience managing large, multi-stakeholder projects with government, donors, and technical partners.
- Proven leadership and team-management skills, with ability to supervise multidisciplinary staff and consultants.
- Strong analytical and data-management abilities, including the use of digital monitoring and reporting platforms (MS Project, Power BI, etc.).
- Proficiency in risk identification, anticorruption monitoring, and sanctions screening in line with international and UNDP standards.
- Experience in working with conflict-affected populations, as well as implementing infrastructural recovery initiatives, is a distinct advantage.
- Management experience with international recovery and development programmes and projects (preferably with the IFIs (EIB, EBRD, World Bank, ADB, etc) and is a strong advantage.
- Prior experience managing development projects with UNDP, other UN agencies, or international organizations would be an asset.
- Proven experience in working with government bodies and supporting local communities is an advantage.
- Prior experience implementing infrastructure projects is desirable.
- A professional certificate in project management (PMP, PRINCE2, or equivalent) is an advantage.
Qualifications
- Advanced university degree (Master's degree or equivalent) in Electrical/Civil Engineering, Environmental Management, Public Administration, Business Administration, Economics/ Finance management, Public Affairs or International Relations, Social Sciences or a related field is required; OR
- A first-level university degree (Bachelor’s degree) in the areas stated above in combination with additional 2 (two) years of qualifying experience will be given due consideration in lieu of the advanced university degree.
