Overview
Lead and manage the Chemical, Biological, Radiological, Nuclear, Explosives and Vulnerable Targets (CBRNE & VT) Sub-Directorate, overseeing terrorism-related activities and ensuring efficient and effective functioning of the Sub-Directorate.
Key Responsibilities
- Lead and manage the CBRNE & VT Sub-Directorate.
- Oversee terrorism-related activities through direct supervision of staff and specialized project teams.
- Ensure policies, plans, and strategic/operational objectives are understood and implemented.
- Ensure the Sub-Directorate functions efficiently and effectively, fostering a high-performing team environment.
- Oversee CBRNE & VT operations support and coordination.
- Oversee CBRNE & VT strategy and outreach.
- Oversee CBRNE & VT capacity and capability development.
- Design and develop programmes and projects.
- Maintain contemporary understanding of the CBRNE & VT threat landscape.
- Nurture, build, and enhance strategic and operational partnerships.
- Lead and coordinate fund raising initiatives.
- Strengthen and improve CBRNE & VT capacities and capabilities of member countries.
- Oversee delivery against key performance indicators, implementation plans, governance reporting, and project outcomes.
- Lead, define, and implement a programmatic approach to business planning, projects, and policies.
- Initiate, coordinate, and ensure timely identification of CBRNE & VT related issues.
- Provide recommendations for projects, activities, and missions.
- Ensure projects align with the Organization’s and Directorate’s strategic priorities.
- Provide regular status reports and reporting on project outcomes.
- Develop and maintain effective contacts and networks with other Sub-Directorates and Directorates.
- Foster productive relationships with other national and international agencies and institutions.
- Explore opportunities for cooperation and collaboration on initiatives, projects, and activities.
- Maintain detailed knowledge of activities, strategies, and operational objectives of supervised teams.
- Assist the Director to plan and maintain programs, projects, staffing, and a budget.
- Efficiently and effectively manage financial and staffing resources for the Sub-Directorate.
- Act on behalf of the Director in their absence.
- Represent at the organizational level and at international conferences and/or meetings.
- Perform any other duties as required.
Required Experience
- Minimum of 10 years experience in Counter Terrorism, CBRNE, WMD or related field.
- Highly specialized criminal investigations expertise including regional and national operational exposure/policing activities or support.
- Strong leadership skills and experience as a Senior Manager of a national law enforcement agency or an equivalent position in an international law enforcement organization.
- Sound background in the management of strategic programs and projects and their performance monitoring, evaluation, measurement and reporting.
- Experience in planning and managing complex tasks, with minimum supervision.
- Experience working in an international environment would be highly desirable.
- Experience working with computers, including knowledge of oral presentation software, business intelligence and word processing software.
Qualifications
- 5 years University degree (preferably in Law, Criminal Justice, Public Policy, Police Management or CT related).
- Law enforcement training at a senior level.
