Overview

The purpose of this assignment is critical to the design and development of a robust, evidence-based Career Guidance Model for the Albanian education system. The International Consultant will lead the conceptualization and design of the model.


Key Responsibilities
  • - Lead the conceptualization and design of a Career Guidance Model for the Albanian education system.
  • - Ensure the model is aligned with EU standards and national education priorities, informed by international best practices, and tailored to the Albanian context.
  • - Define key components, implementation modalities, institutional roles, and sustainability mechanisms.
  • - Support the effective integration of career guidance into the education system.
  • - Create synergies with the work conducted by another team of Experts working on Life Skills.
Required Experience
  • At least 7 years of relevant professional experience in career guidance, education systems development, or related fields.
  • Demonstrated experience in designing career guidance models, frameworks, or programmes at national or system level.
  • Proven experience in designing and/or implementing career guidance systems or programmes within education systems.
  • Strong background in working with government institutions, particularly Ministries of Education.
  • Demonstrated work experience in policy analysis, education reform, and system strengthening.
  • Experience in conducting qualitative research, including interviews, focus groups, and stakeholder consultations.
  • Demonstrated work experience in developing analytical reports, policy briefs, and strategic frameworks.
  • Experience working with international organizations, such as UN agencies or EU-funded programmes, is considered an asset.
  • Familiarity with South-East Europe or similar contexts is an advantage.
  • Demonstrated expertise in designing and implementing career guidance systems, education programmes, and school-to-work transition frameworks.
Qualifications

• Minimum of Master’s degree in education, career guidance, psychology, human development, sociology, or related fields.
