Overview

The role is responsible for the day-to-day internal management and implementation of the Human Dimension programme, contributing to strategic programme planning, design, and implementation.


Key Responsibilities
  • Ensuring consistency and co-ordination in the implementation of the programme’s different elements.
  • Overseeing the day-to-day operations of the Department, including task development, quality control, co-ordination, tracking and delivery.
  • Supporting the achievement of the Department’s policy and legislative objectives.
  • Preparing briefs and talking points for the Head, HDD/HOM/DHOM’s involvement.
  • Contributing to programme development and strategy formulation.
  • Managing the Departmental programme staff in the Head Office and in the field.
  • Taking decisions on programme budget utilisation.
  • Overseeing all operational and administrative matters related to HDD staffing requirements.
  • Any other duties as needed/required.
Required Experience
  • Minimum 10 years of relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position.
  • Diplomatic experience or experience working in political affairs with international organizations or governments.
  • Experience in preparing analytical reports.
  • Experience working in international organizations and/or a multinational setting.
  • Experience in managing and co-ordinating democracy-building, human rights, rule of law, and education programme implementation, preferably in a post-conflict, transitional or developing countries.
  • Experience in managing and co-ordinating large teams.
  • Demonstrated understanding of the complex political situation in Bosnia and Herzegovina (BiH) and of the role of the OSCE Mission to Bosnia and Herzegovina.
  • Solid experience and established understanding of project management.
  • Experience conducting negotiations, advocacy and/or liaising with key counterparts, as needed.
Qualifications
  • Second-level university degree in international studies, public policy, political science, law or related fields.
  • A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree.
  • Advanced degree in a management discipline is an asset.

Languages Required
• Professional fluency in English with excellent communication (both oral and written) skills.
Languages Preferred
• Working knowledge of the BiH official languages would be an asset.
