Overview
Serves as JSEC’s primary engineer for infrastructure development, coordinating and guiding on the NATO Security Investment Programme (NSIP), managing infrastructure-related projects, and collaborating with stakeholders.
Key Responsibilities
- - Serves as JSEC’s primary engineer subject matter expert (SME) for infrastructure development, in particular regarding coordination and guidance on the NATO Security Investment Programme (NSIP).
- Provides advice on managerial, technical, procedural and financial aspects related to the NSIP activities.
- Manages infrastructure-related projects and programmes covering the whole spectrum of infrastructure policy, resource planning and technical issues, and facilitates collaboration between all relevant stakeholders.
- Serves as Secretary to the Requirement Review Board (RRB) and interfaces with other NATO resource bodies as required.
- Oversees and manages the INFRA support to the development of Capability Packages (CP), liaising and coordinating with other NATO Commands, Agencies and national departments as required.
- Advises DCOS Support on all aspects of NSIP activity including infrastructure project management and sustainment of the NATO infrastructure inventory.
- Reviews and provides input to operational infrastructure development and sustainment.
- Develops and maintains a sound understanding of NATO operational funding mechanisms, including RRB procedures, in order to be able to deliver training and guidance where appropriate.
- Assist in the development of Joint Force Command’s Operation & Maintenance Inspection (O&MI) Plans from a JSEC requirement point of view.
- The provision of advice, assistance and leadership in improving the quality of infrastructure development, by focusing on process, stakeholder management, and measurable outcomes.
- Participates in training, evaluation, validation & certification exercises of operational and subordinate HQ elements, providing MILENG augmentees for NATO exercises as required, including the provision of MILENG NATO Security Investment Programme (NSIP) subject matter expertise.
- Ensures the NSIP initiative is understood within HQ JSEC.
- Acts as an Authorized Requestor, validating and endorsing originator requests, submitting requests to Fund Managers, tracking requirement status, developing technical specifications, and certifying the Minimum Military Requirement (MMR).
Required Experience
- - Proven experience in Military Civil Engineering.
- Proven experience in Project Management.
Qualifications
- University Degree in Civil engineering disciplines, management information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
