Overview

The OSCE is establishing a roster of qualified experts to provide analytical and advisory services for organizational effectiveness reviews. These experts will support executive structures in strengthening effectiveness, optimizing resource use, and improving mandate delivery.


Key Responsibilities
  • Conduct functional reviews and map mandates, roles, responsibilities, and inter-function co-ordination arrangements.
  • Review alignment between mandate priorities, operational requirements, staffing, and available resources.
  • Map internal and external stakeholders and reflect related constraints, dependencies, and opportunities.
  • Identify overlaps, gaps, inefficiencies, bottlenecks, and areas of unclear accountability.
  • Develop organizational design and operating model options, including streamlining, consolidation of functions, role realignment, and alternative delivery models.
  • Review and propose streamlining of functions and job descriptions, ensuring role clarity, efficiency, and coherence.
  • Review work processes, workflows, and service delivery arrangements and propose practical improvements.
  • Facilitate interviews, workshops, and consultations with relevant stakeholders.
  • Prepare concise analytical outputs, including findings reports, options papers, implementation roadmaps, executive summaries, and presentations.
  • Provide advisory support during implementation, including change planning and stakeholder engagement support, as requested.
Required Experience

A minimum of seven years of progressively responsible professional experience in an area directly relevant for the area of expertise in question. Proven experience producing analytical reports and practical, decision-oriented recommendations for senior stakeholders. Experience working with international organizations, public sector institutions or complex multi-stakeholder environments is required.

Qualifications

Advanced university degree, Master’s degree or equivalent, in public administration, business administration, organizational development, human resources management, management, economics, international relations or another relevant field. A first-level university degree in combination with additional relevant experience may be accepted in lieu of an advanced degree.

Excellent written and spoken English.
Languages Preferred
Knowledge of other OSCE working languages or a lingua franca in the relevant mission area is an asset.

Remuneration
Remuneration will be in accordance with the applicable OSCE consultancy rates and will be determined for each assignment, commensurate with its scope and duration.
