Overview
The Engineer, P4 role supports the delivery of engineering services in a complex field mission environment, reporting to the Chief Engineer. Responsibilities include leading engineering teams, providing technical advice, and contributing to engineering plans.
Key Responsibilities
- Leads, supervises and coordinates multidisciplinary engineering teams, contractors and technical personnel.
- Supports the Chief Engineer in planning, prioritization, implementation and monitoring of engineering activities.
- Provides technical advice on engineering matters, including design, construction methodology, infrastructure development, utilities, physical security works, facilities management, contract implementation, quality assurance and risk management.
- Contributes to the development of short-, medium- and long-term engineering plans.
- Prepares engineering reports, technical notes, progress updates, briefing materials, cost estimates, variance analyses and other documentation.
- Ensures that engineering activities are implemented in accordance with applicable United Nations rules, regulations, administrative instructions, engineering standards, environmental requirements, occupational safety requirements and mission-specific standard operating procedures.
- Leads or supports the preparation, review and coordination of engineering designs, technical specifications, Statements of Work, Scopes of Work, Statements of Requirement, Bills of Quantities, drawings, cost estimates, schedules and technical evaluation criteria.
- Manages or supports task order processes, contract administration, contractor performance monitoring, technical evaluations, certification of completed works, review of payment documentation and contract-related reporting.
- Supports engineering-related transactions and records in Umoja, including real estate, project accounting, service entry, maintenance notifications, material requests, asset-related actions and other relevant enterprise resource planning processes.
- Coordinates with Procurement, Supply Chain, Budget and Finance, Mission Support, end users and Headquarters counterparts on engineering requirements, contract implementation, amendments, task orders, cost control and performance issues.
- Reviews project proposals, design submissions, shop drawings, method statements, implementation schedules, technical reports and contractor deliverables.
- Provides technical and administrative support to the Chief Engineer on strategic planning, resource prioritization, engineering governance, contract management and coordination with internal and external stakeholders.
- Plans, coordinates and supervises construction works on the ground, including infrastructure works, roads, bridges, drainage, site preparation, earthworks, concrete works, electrical works, water and sanitation systems, utilities and other civil engineering activities.
- Leads or supports the establishment of temporary and semi-permanent field facilities, including tented camps, troop accommodation areas, ablution units, dining facilities, containerized offices, prefabricated structures, sandwich-panel buildings and associated support infrastructure.
- Supervises renovation, rehabilitation, reinforcement and adaptation works in existing facilities.
- Supports the implementation of physical security-related engineering works.
- Conducts site inspections, technical assessments, quality control checks, progress verification and handover inspections.
- Coordinates field implementation with contractors, military engineering units, formed personnel, mission support teams, technical specialists, security actors and client sections.
- Supports the efficient management of utilities and infrastructure systems.
- Provides technical input for the centralization, improvement or emergency establishment of power, water, wastewater and other engineering systems.
- Coordinates with relevant mission components to ensure that engineering services meet operational requirements.
- Performs other related duties as assigned by the Chief Engineer.
- Implementing the project accounting in UMOJA, providing detailed project accounting and procedural documents.
- Collaborating and coordinating with stakeholders in providing adequate satisfactory engineering services.
- Collaborating and coordinating with ES HQ offices to ensure delivery of engineering services for supporting the Mission’s mandate.
- Provide expert technical advice and overall policies, procedures and guidelines pertinent to the mission's engineering activities, taking into account quality management and risk management best practices.
- Recommend solutions to unusual engineering, contract management and budgetary problems.
- Provide expert advice on administrative, budgetary, contract management and overall policies, procedures and guidelines pertinent to the mission's engineering activities.
- Performs/coordinates duties related to asset and material management including daily notifications in UMOJA for issuance of inventory in close coordination with the Central/Integrated Warehouses.
- Performs other related duties as assigned by the Chief of the Engineering Section.
Required Experience
- A minimum of seven years of progressively responsible experience in engineering projects, including at least two years at the international level, is required.
- Experience in the planning, design, implementation or supervision of infrastructure, construction, rehabilitation, utilities or facilities projects is required.
- Experience in the implementation or management of physical security-related engineering works, including perimeter security, access control infrastructure, protective barriers, guard towers, secure compounds, observation posts or similar security-driven infrastructure, is required.
- Experience in the development, preparation or review of engineering Statements of Work, Scopes of Work, Statements of Requirement, Bills of Quantities, technical specifications, cost estimates, drawings, project schedules or technical evaluation reports is required.
- Experience in engineering contract management, including task order management, contractor supervision, performance monitoring, certification of works, payment review or contract administration, is required.
- Experience supervising engineering teams, contractors, technical personnel or multidisciplinary field teams in construction, infrastructure, maintenance or facilities-related activities is required.
- Experience coordinating engineering requirements with clients, procurement, supply chain, budget and finance, security, logistics, military or police components, contractors or other operational stakeholders is required.
- Experience working in a United Nations common system field operation, peacekeeping operation, special political mission, international organization, military/civilian field operation or comparable organization in a conflict, post-conflict or high-risk environment is desirable.
- Experience in the establishment or rehabilitation of temporary or semi-permanent field facilities, including tented camps, prefabricated buildings, containerized facilities, sandwich-panel structures, troop accommodation or operational compounds, is desirable.
- Experience using Umoja, SAP or a comparable enterprise resource planning system for real estate, engineering project accounting, asset management, service entry, procurement, maintenance or related engineering processes is desirable.
- Experience supporting senior engineering management, including serving as deputy, Officer-in-Charge, team leader, project manager or principal technical adviser, is desirable.
- Experience working in Haiti or in comparable complex field environments, including fragile, security-constrained, emergency, humanitarian, peacekeeping, post-disaster, Caribbean, island or infrastructure-limited operating contexts, is desirable.
Qualifications
Advanced university degree, Master’s degree or equivalent, in Civil Engineering, Electrical Engineering, Mechanical Engineering, Architecture or a related appropriate area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
