Overview

Consultant to evaluate the Primeiro Emprego Internship Programme, focusing on labour, employment, and income policies, to develop findings, conclusions, lessons learned, and recommendations.


Key Responsibilities
  • Develop an Inception Report detailing methodology, Theory of Change, timeline, stakeholders, and evaluation criteria.
  • Map the implementation of the internship programme, collecting data and identifying gaps.
  • Apply online questionnaires to candidates, interns, and managers.
  • Conduct semi-structured interviews with key stakeholders.
  • Facilitate at least two focus groups with programme interns.
  • Evaluate the internship programme based on predefined criteria and questions.
  • Participate in meetings and contribute to technical discussions and presentations.
  • Conduct technical meetings and activities for output development, including workshops and interviews.
  • Deliver all documentation in a detailed and organized manner, ensuring anonymity.
  • Systematize and consolidate outputs into a final synthesis document.
Required Experience
  • Minimum of eight (8) years of professional experience in evaluation in Brazil.
  • Experience in project management in the public sector.
Qualifications
  • Bachelor’s degree in Public Administration, Education, Economics, Social Sciences, Political Science, Law, International Relations or related fields.
  • Postgraduate degree (Lato Sensu or Stricto Sensu) in Public Administration, Education, Economics, Social Sciences, Political Science, Law, International Relations, or related fields, or an additional five (5) years of relevant experience.
Other Details
Languages Required
• Excellent written and spoken Portuguese is required. • Fluency in Portuguese is required.
Languages Preferred
• Working knowledge of English is desirable. • Good knowledge of international, national, and subnational good practices in Youth and Adult Education is desirable. • Previous experience within the UN system is desirable. • Demonstrated ability to conduct semi-structured interviews and focus groups with diverse stakeholders, including government and civil society representatives, is desirable. • Knowledge of gender-responsive evaluation approaches and human rights-based frameworks is desirable.
