Overview
Consultant to conduct an evaluation of the "Vem que Dá Tempo" Programme, a Youth and Adult Education initiative in the State of Alagoas, Brazil. The evaluation will assess the programme based on OECD-DAC criteria and provide findings, conclusions, lessons learned, and recommendations.
Key Responsibilities
- Develop an Inception Report detailing methodology, Theory of Change, timeline, and evaluation criteria.
- Map the implementation of the "Vem que Dá Tempo" Programme, collecting data and identifying gaps.
- Apply online questionnaires to municipal education secretariats, scholarship teachers, and beneficiaries.
- Conduct semi-structured interviews with key stakeholders.
- Facilitate focus groups with teachers and beneficiaries.
- Evaluate the Youth and Adult Education programme based on predefined criteria and questions.
- Participate in meetings and contribute to technical discussions and presentations.
- Conduct technical meetings and other activities for output development and dissemination.
- Integrate a gender-responsive approach and human rights dimensions in the evaluation.
- Deliver all documentation in a detailed and organized manner, ensuring anonymity.
- Systematize and consolidate outputs into a final synthesis document in Portuguese.
Required Experience
- Minimum of eight (8) years of professional experience in evaluation in Brazil is required.
- Experience in project management in the public sector is required.
- Good knowledge of international, national, and subnational good practices in Youth and Adult Education is desirable.
- Previous experience within the UN system is desirable.
- Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies regarding good urban governance and local and regional development.
Qualifications
- Bachelor’s degree in Public Administration, Education, Economics, Social Sciences, Political Science, Law, International Relations, or related fields.
- Postgraduate degree (Lato Sensu or Stricto Sensu) in Public Administration, Education, Economics, Social Sciences, Political Science, Law, International Relations, or related fields is required, or an additional five (5) years of relevant experience to the post, beyond the requirement.
