Overview
Consultant to conduct an evaluation of Early Childhood actions implemented by the Government of the State of Alagoas, analysing intersectoral coordination and the role of the State in promoting these actions.
Key Responsibilities
- Develop an Inception Report including methodology, Theory of Change, timeline, and evaluation criteria.
- Map the implementation of Early Childhood actions, collecting data and identifying gaps.
- Apply an online questionnaire to state and municipal secretariats.
- Conduct semi-structured interviews with key stakeholders.
- Conduct focus groups with professionals and beneficiaries.
- Evaluate Early Childhood actions based on predefined criteria and questions.
- Participate in meetings and contribute to technical discussions.
- Conduct technical meetings and other activities for output development.
- Deliver all documentation used in report preparation.
- Systematize and consolidate outputs into a final synthesis document.
Required Experience
- Minimum of eight (8) years of professional experience in evaluation in Brazil is required.
- Experience in project management in the public sector is required.
- Good knowledge of international, national, and subnational good practices in Youth and Adult Education is desirable.
- Previous experience within the UN system is desirable.
- Demonstrated ability to conduct semi-structured interviews and focus groups with diverse stakeholders is desirable.
- Knowledge of gender-responsive evaluation approaches and human rights-based frameworks is desirable.
Qualifications
- Bachelor’s degree in Public Administration, Economics, Social Sciences, Political Science, Law, International Relations, or related fields.
- Postgraduate degree (Lato Sensu or Stricto Sensu) in Public Administration, Economics, Social Sciences, Political Science, Law, International Relations, or related fields is required, or an additional five (5) years of relevant experience to the post, beyond the requirement.
