Overview
Provide strategic, capacity-building, and technical support for the digital transformation of social protection programs, focusing on the implementation of an integrated Management Information System (MIS).
Key Responsibilities
- Assess institutional capacity for MIS and infrastructure.
- Identify technical, operational, and capacity gaps.
- Recommend practical solutions.
- Support the development of a clear implementation roadmap for the MIS.
- Provide capacity building and ongoing advisory support.
Required Experience
- At least 10–15 years of experience in designing, implementing, or advising on large-scale information systems, preferably national systems.
- Demonstrated experience supporting or advising on national-level cash transfer programmes, social protection systems, or other large beneficiary-based systems (highly desirable).
- Strong background in system assessments, gap analysis, and producing clear technical recommendations and implementation roadmaps.
- Experience working with government stakeholders, providing technical advisory services, and strengthening institutional capacity.
- Proven ability to conduct capacity building, including training, mentoring, and producing technical documentation and SOPs for non-technical users.
- Experience working in complex humanitarian or development environments.
Qualifications
Master's degree in Information Systems, Computer Science, Software Engineering, Data Management, or related fields (mandatory)
