Overview
To advise Military Ombudsman on management of the Office and providing analytical support to the Office.
Key Responsibilities
- Advising Military Ombudsman on management of the Office and providing analytical support to the Office, including review of the claims, summarizing systemic problems in the armed forces of Ukraine, developing proposals for their solution on management and political levels.
- Developing recommendations and proposals for reforms aimed at strengthening protection of rights of military personnel, raising quality of their training and education, enhancing co-operation between military and civilian structures.
- Co-ordinating the co-operation of the Military Ombudsman with civil society organizations, expert community and think tanks, including initiating and management of relevant projects.
- Conducting project management for the Military Ombudsman’s initiatives, including developing concepts and action plans, stakeholders’ co-ordination, implementation monitoring.
- Providing substantive support to the military Ombudsman during visits to military units and educational facilities, in particular, developing visit programs, collection of problems, communication with commanding officers and servicemembers, compiling analytical reports and recommendations.
- Developing sustainable standard operating procedures for working with military management and civil society for the Office of the Military Ombudsman of Ukraine.
- Regularly traveling to military units to deliver adaptation courses, conducting investigations, monitoring the upholding of military personnel rights.
Required Experience
- A minimum of 5 years of working experience in management, government relations or lawmaking.
- A minimum of 2 years of working experience in the area of military rights protection.
Qualifications
First-level university degree in Management or Public Policy.
