Overview
The Programme Associate supports the RO in assessing humanitarian situations, identifying needs, and preparing and implementing humanitarian response plans. The role involves coordination with humanitarian actors, implementation partners, and government, and representing UNFPA in relevant coordination groups.
Key Responsibilities
- Support in assessing emergency situations and humanitarian response planning, including contingency planning and distribution of humanitarian commodities.
- Facilitate and participate in interagency assessments and humanitarian delivery missions.
- Contribute to the planning, implementation, and monitoring of CO humanitarian activities, including assessments, evaluations, and documentation of good practices.
- Liaise with humanitarian partners to map needs, identify gaps, and coordinate response activities.
- Monitor humanitarian risk factors and support inter-agency contingency planning.
- Prepare and submit convoy plans and follow up with OCHA and multi-sectors on logistics and commodities.
- Coordinate with UNFPA programme teams and security staff for convoy preparation and contingency plans.
- Act as the Access Working Group Focal Point, supporting work groups, meetings, and consultations.
- Liaise with sub/field offices regarding supply chain management and commodity pipelines.
- Identify and highlight operational factors affecting humanitarian situations and response efforts.
- Contribute to procurement and distribution planning for commodities and preparation of project proposals.
- Assess and organize logistics for receiving, handling, storing, transferring, and distributing relief items.
- Support the management of emergency activities and monitor their effectiveness.
- Submit situation reports on stocks, equipment, and prepositioned goods.
- Conduct monitoring field trips to ensure relief items are received and accounted for.
- Contribute to the production of response reports, recommendations, and proposals.
- Contribute to the Communication Plan, including information products like 4Ws, SitReps, and fact sheets.
- Contribute to program/project proposal drafting by preparing humanitarian needs and calculating supply requirements.
- Consult with governments, UN agencies, and NGOs on humanitarian issues and provide technical support.
- Assist in developing contingency/emergency preparedness plans.
- Liaise with and assist UNFPA implementing partners with logistics and procurement.
- Follow Track Shipments and report on inventories and logistics issues.
- Upload shipments receipts and handover forms.
- Submit quarterly inventory certifications.
- Follow up on shipments in transit.
- Carry out any other duties as requested by the supervisor.
Required Experience
- Six years of relevant experience in development and/or humanitarian Programme/project management and coordination with focus on Programme implementation;
- Field-level experience working in humanitarian settings particularly in RH, GBV and/or youth humanitarian programming, including the development of results frameworks, monitoring and evaluation;
- Experience working in emergency preparedness and response at the central and decentralized level, conducting needs assessments; designing, implementing and monitoring humanitarian response in the areas of GBV, RH and youth is an asset.
- Familiarity with UN procedures and working methods, particularly with UNFPA’s agenda, policies and procedures, is highly desirable;
- Knowledge of humanitarian logistics with a focus on dignity/hygiene kits and RH kits;
Qualifications
Secondary Level Education required. First level university degree is desirable.
