Overview
The Supply Chain Officer will contribute to the success of Regional Procurement Management in the Africa region by undertaking efficient tactical and strategic procurement of goods and services for IFRC Operations Africa. The incumbent will ensure effective execution of operational procurement, support tendering for the region, and achieve set KPIs and objectives.
Key Responsibilities
- Carry out operational and tactical Supply Chain operations for the Africa Region, with a focus on Sahel countries.
- Prepare and submit Sourcing and Operational Management reports and analysis.
- Implement and maintain standard IFRC logistics and procurement procedures.
- Provide technical leadership on Logistics Standards, including financial and procedural management of procurement, contract management, fleet management, and capacity building.
- Provide Operational Procurement activities in full compliance with IFRC Procurement Procedures and Processes.
- Liaise with relevant IFRC technical operational departments to establish procurement plans and pipelines.
- Identify and engage with relevant key suppliers and maintain an up-to-date supplier registry.
- Consolidate supplier commercial arrangements.
- Provide technical expertise and advice across the Region on procurement services.
- Participate in procurement service improvement, best practice, and knowledge sharing.
- Engage in internal relationship building for cross-functional cooperation.
- Support development and implementation of local, regional/global Framework Agreements.
- Liaise with local authorities, international organizations, and private enterprises.
- Maintain a comprehensive database of all goods and services procured.
- Report to the Regional Head of SC management for Africa & Operations on foreseen changes in procurement plans.
- Advise colleagues on compliant IFRC processes and procedures for procurement.
- Provide support and training to national and international procurement staff, volunteers, and National Societies.
- Support the Head of Regional Supply Chain unit for Africa in managing, evaluating, and reporting upon procurement activity.
- Support Regional and Global CVA teams in revising, developing, and maintaining FSPs.
- Support CRRA processes and assessment for French speaking African National Societies.
- Provide coaching, mentorship, and on-the-job training to staff and volunteers on Supply Chain Standards.
- Implement with operations managers, programme managers, and Supply Chain Manager the identification and development of logistics components within programme plans.
- Advise and validate technical logistics and supply chain elements of programme plans.
- Develop, implement, and manage logistics Plan of Action.
- Support RLU for the Supply Chain management and running cost budget.
- Develop, maintain, update, and monitor key indicators of the supply plan.
- Liaise and coordinate with relevant stakeholders regarding the delivery of supplies.
- Support market assessment processes for development of local/regional framework agreements.
- Ensure all logistics and procurement documents are filed and archived.
- Responsible for narrative, financial, and technical logistics reports.
- Oversee warehouse, physical asset tracking, and maintenance of equipment.
- Perform all supply chain management duties and responsibilities in D365.
- Monitor and advise on the use of D365 among clusters and country offices in Africa.
Required Experience
Minimum of 3 years of relevant experience in managing complex procurement and logistics operations. Experience of managing and integrating tactical and operational procurement. Red Cross/Red Crescent knowledge and experience.
Qualifications
Relevant university degree (such as Logistics, Supply Chain, Procurement, or related discipline, etc.). Professional qualification in logistics, supplies, procurement, etc. Basic Delegates Training Course or equivalent knowledge is preferred.
