Overview
The Regional Project Manager will provide high-level project management support for the implementation of UNDP’s urban resilience portfolio, ensuring projects achieve specified results within time and cost constraints.
Key Responsibilities
- Coordinate overall management and implementation of the urban resilience portfolio.
- Liaise with Project Boards to assure overall project direction.
- Plan and monitor project activities against results frameworks and workplans.
- Mobilize personnel, goods, and services, drafting terms of reference and overseeing contractors.
- Provide strategic guidance and management oversight to project teams.
- Carry out regular follow-up and monitoring of implementation activities and risks.
- Coordinate preparation and provide technical inputs for project implementation.
- Manage requests for financial resources and monitor financial resources and accounting.
- Prepare and submit financial reports to UNDP quarterly.
- Manage and monitor project risks and submit new risks to Project Boards.
- Prepare annual workplans and update required entries.
- Prepare annual progress reports and submit final reports.
- Ensure mid-term review and terminal evaluation processes are undertaken.
- Identify follow-on actions and submit them for consideration.
- Ensure timely and quality implementation of safeguards management measures.
- Address project issues as raised by Project Boards.
- Perform financial reporting and control mechanisms.
- Share relevant information on project achievements.
- Ensure all project deliverables have been produced satisfactorily.
- Notify operational completion of the project.
- Ensure reimbursement of remaining funds or re-programming upon project finalization.
- Provide direction and guidance to the project team and consultants.
- Secure any support and advice required for project management.
- Identify sustainability and follow-on actions.
- Ensure proportional approach, cohesion, and coordination between project components.
- Provide quality assurance of technical work commissioned under the project.
- Provide direction and guidance to project team(s)/responsible party(ies).
- Identify and obtain any support, technical expertise, and advice required.
- Support national project coordinators in managing delivery of project results.
- Ensure good coordination and collaboration with suppliers, beneficiaries, and key stakeholders.
- Lead development and implementation of the project’s communication and visibility measures/plan.
- Contribute relevant input to UNDP publications, presentations, websites, newsletters, and other outreach products.
- Organize regional technical events and disseminate project technical findings and results.
- Participate in national and international fora and disseminate lessons learned.
- Ensure consistency between various project elements and related activities.
- Collect and analyze lessons learned and best practices, and design replication strategies.
- Harness effective partnerships for project implementation.
- Maintain regular contact with partners and enable coordination and exchange of information.
- Build partnerships with relevant on-going initiatives.
- Organize and provide leadership to various learning and knowledge exchange activities.
- Ensure management and administrative requirements of partners/donors are adhered to.
- Coordinate preparation and submission of respective progress reports.
- Provide quality assurance to project’s deliverables and knowledge management products.
- Effective communication, advocacy, and dissemination of project results and knowledge products.
- Perform other duties within their functional profile as deemed necessary.
Required Experience
Minimum 5 years (with Master’s degree) or 7 years (with Bachelor’s degree) of proven track record experience in project management in the area of environment, economy, urban resilience, disaster risk reduction, climate change, urban/ environmental planning, land use and physical planning. Prior experience in managing technical and administrative teams is required. Experience in developing partnerships with national and international partners is required.
Qualifications
Advanced degree (Master´s degree or equivalent) in Economy, Development, Governance, Natural Sciences, Business Administration, Urban Studies, Environmental Studies, Disaster Risk Reduction, Engineering or related disciplines is required, OR A first-level university degree (Bachelor’s degree) in the above mentioned fields in combination with additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
