Overview

Provide technical and managerial leadership to strengthen countries' capacity for health emergency preparedness, rapid detection and response, and prevention of epidemics and pandemics.


Key Responsibilities
  • Advise the Regional Director on policy, strategic and technical matters related to health emergencies.
  • Provide leadership to staff, ensuring their training and development.
  • Lead the region's work in developing policies, strategies, and plans for Health Emergency Preparedness and Response.
  • Provide technical oversight and standards on organizational readiness activities.
  • Oversee outbreaks and emergencies managed through the Incident Management System.
  • Facilitate collaboration and integrated programs with other Clusters, HQ, and external partners.
  • Build strategic partnerships for Emergency Preparedness and Response to enhance resource mobilization.
  • Drive and guide resource mobilization activities within the Region.
  • Coordinate and facilitate the development and implementation of the workplan for the cluster.
  • Identify research needs and priorities for improving emergency response.
  • Monitor trends in Health Emergency Pandemics and Threats Preparedness.
  • Document and share evidence and experiences for policy and programmatic actions.
Required Experience

A minimum of 15 years’ national and international experience in managing and planning development and implementing health security, emergency, surveillance, disease control and/or public health, including at least 3 years in a senior management role providing senior level advice with responsibility for human resources and finance. Proven experience in policy and strategy development, and in coordinating large-scale projects or pandemics with high political impact in developing countries. Relevant experience with UN inter-agency mechanisms for coordinating preparedness and response to health emergencies, including health policy and operational coordination. Relevant working experience in both developing and developed countries, including experience in public health or related fields; work experiences that are diverse incorporating private sector, NGOs, other UN or governmental Health related agencies will be an advantage.

Qualifications

Essential: A Medical degree with postgraduate degree in Public Health or a related field. Desirable: Specialized training or degree in epidemiology. Specialized training or degree in emergency/humanitarian response. Training in leadership or management.

Remuneration
Annual base salary starting at USD 117,953 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4,452 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
