Provide expert advice to the government and national stakeholders on the design, implementation, and evaluation of health policies, strategies, and plans for health system strengthening to advance Universal Health Coverage.


Key Responsibilities
  • Provide expert advice to the government and national stakeholders on the design, implementation, and evaluation of health policies, strategies, and plans for health system strengthening to advance Universal Health Coverage.
  • Strengthen the capacity of national stakeholders to organize and conduct effective health policy dialogue and reform the implementation process.
  • Develop a harmonized vision for service delivery to strengthen public health and primary healthcare services.
  • Transform health financing modalities towards universal health coverage.
  • Evaluate costs and budget national health policies, strategies, and plans.
  • Align other essential health system functions.
  • Improve and implement a monitoring and evaluation framework for health system strengthening.
  • Identify synergies, build alliances, align, and network with various stakeholders.
  • Establish and strengthen links with institutions, associations, non-governmental agencies, and scientific bodies.
  • Demonstrate the impact of reforms on health outcomes and universal health coverage.
Required Experience

A minimum of 10 years of relevant professional experience in policy, strategy, and planning in the health sector, with a significant portion acquired at the international level. Specific experience in health financing is required. A minimum of five years of experience is required in a governmental institution or international organization serving either (i) low-resource countries or (ii) middle-income countries. Experience in health sector evaluation, analysis, assessment, and reporting. Experience in consensus-building and working with diverse national stakeholders.

Qualifications

Essential: Higher educational qualification in medicine with specialization in public health, health systems/services administration, health policy, health planning, primary health care, health-related social sciences, or similar disciplines. Desirable: PhD in public health, social sciences, or health policy in one or more of the above-mentioned fields and/or postgraduate training or specialization in health systems and/or health planning, management or economics.

Remuneration
Annual base salary starting at USD 103,165 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4470 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
