Overview
The Finance Coordinator Budgeting & Reporting is responsible for the overall Financial Reporting and Master Budget of the Country Office, encompassing budgeting, contracting, donor reporting, and audit support.
Key Responsibilities
- Prepare Member/Donor financial reports (monthly, quarterly, annual, and final).
- Complete donor-specific reports (e.g., NORAD, SIDA).
- Complete monthly phasing and forecasts for SCI operations cost.
- Participate in award opening, pre-closeout, closeout, and post closeout meetings.
- Prepare internal detailed monthly BVA reports.
- Contribute to monitoring CO spending and KPI results.
- Prepare and share spending analysis reports.
- Develop proposal budgets for Yemen Office.
- Conduct budget revisions for awards.
- Review budgets for partners.
- Ensure adequate shared and standard direct SCI costs are built in budget proposals and revisions.
- Maintain and update the Staff Coverage sheet.
- Ensure cost allocation methodology (CAM) principles are adhered to.
- Review CAM produced entries.
- Ensure payments and Journals are authorized in line with SCI, donor, and National laws and regulations.
- Review reclassifications proposed by program staff.
- Review expenses monthly for correctness, eligibility, and compliance.
- Carry out inductions and staff training in finance procedures, donor requirements.
- Work on monthly level of effort allocation and monitoring of staff salaries budget.
- Provide technical assistance, training, orientation, and support to Field Offices finance staff.
- Provide technical support and guidance to non-finance staff.
- Attend internal finance staff, support services staff, and other relevant meetings.
- Assist in preparation of all documents for audits and facilitate auditors' work.
- Familiarize with relevant local laws including taxation and social security laws.
- Familiarize with donor requirements on grants and contracts.
- Review SODs monthly.
- Support on needed adjustments for mis-coding, Premises and CAM Mapping.
- Upload SOF budget for new or revised awards to Agresso.
- Responsible for monthly salary allocation.
- Support on budgeting, Master Budget exercises.
- Adjust coding errors for posted transactions.
- Complete monthly commentary report.
- Review charges made to the Premise SOF and post corrections.
- Do CAM 2nd step adjustments.
Required Experience
At least 4+ years of experience within the finance department of a national or international organization including experience with financial management in emergencies. Experience of budgeting and budget management. Familiarity with computerised accounting systems. Experience of computerised accounts packages, Excel, PowerPoint and Word. Previous experience with various donors’ financial policies and guidelines including USAID, BHA, Sida, UNICEF, OCHA, ECHO, and other institutional donors.
Qualifications
Undergraduate degree in accounting/finance or equivalent, CPA/ACCA preferred.
