Overview

The Health Financing and Investment Coordination Expert will support analytical work on primary health care financing and investment trends, contribute to identifying country pipelines for health investment opportunities, and support coordination between WHO country offices, regional teams, and partners involved in the Health Impact Investment Platform (HIIP).


Key Responsibilities
  • Support analytical work on primary health care financing and investment trends to inform HIIP engagement
  • Contribute to the identification and prioritisation of country pipelines for health investment opportunities
  • Support coordination between WHO country offices, regional teams and partners involved in HIIP implementation
  • Assist in the preparation and review of country diagnostic notes, concept notes and investment proposals
  • Provide technical support to countries in developing primary health care investment plans, including costing and financing gap analysis
  • Strengthen the production of technical outputs, including reports, briefs and analytical materials for policy dialogue
  • Support monitoring, tracking and reporting of HIIP-related activities and country progress
  • Contribute to the organisation of consultations, briefings and knowledge-sharing events to facilitate regional and country engagement
  • Contribute to internal technical reviews and analytical publications, as relevant
  • Work closely with technical officers within the Health Financing and Governance Team and the wider Health Systems and Services Cluster
  • Participate in meetings and activities aligned with AFRO working hours.
Required Experience

At least 7 years of professional work experience at the national and/or international level in progressively responsible professional experience in health financing, health economics or health systems strengthening, preferably in low- and middle-income country contexts; demonstrated experience supporting analytical work, technical documents or publications on policy processes and investment-related initiatives in low- and middle-income country settings. Experience supporting health financing reforms, strategies or investment planning processes. Proven experience contributing to investment cases, financial analyses or technical policy outputs.

Qualifications

Master’s or equivalent degree in Health economics; Health financing and financial risk protection; Primary health care systems and investment planning; Health systems strengthening and policy analysis; Data analysis and evidence generation; Technical reporting and policy-oriented research. Advanced higher degree (Master’s or equivalent) in health economics, public health, economics, public policy or a related field.
