Overview
The Finance Officer - Hanoi Office is responsible for ensuring the integrity, transparency, and accuracy of financial processes, including accounting, financial planning and analysis, and partner financial management.
Key Responsibilities
- Develop proposal budgets as cost lead, ensuring compliance with donor regulations.
- Support annual master budget phasing, forecasting, and financial planning with Budget Holders.
- Analyze financial data, including program and support costs, and monitor budget vs. actual reports.
- Prepare donor financial reports and other required reports.
- Ensure timely and accurate recording of income and expenses.
- Maintain balance sheet accounts and manage financial systems (Agresso).
- Oversee budget codes in ProSave and participate in the Procurement Committee.
- Conduct financial assessments, monitoring, and close-out reviews for partners.
- Deliver financial management training and fraud awareness sessions to partners.
- Review partner advances and reports, and manage partner consultations.
- Coordinate external audits, including preparation and follow-up.
- Provide financial training for staff and support Budget holders.
- Support the development of financial toolkits.
- Provide backup support for other finance and support services during absences or emergencies.
- Participate in emergency response financial activities and staff interview panels.
Required Experience
At least 3 years’ experience in financial management, including accounting, auditing, budgeting, and financial analysis, preferably in international NGOs.
Qualifications
Bachelor’s degree in finance or relevant subject, MA and other professional certificates are preferable.
